Olongapo: A Child-Friendly City

Thru the continuous implementation of various programs and projects dedicated to the general welfare of the young, the Olongapo City government has created a child-friendly metropolis where the children can grow well and their rights and welfare are being advanced and protected.

“Tayong lahat ay minsan ding naging bata kaya dapat lamang na naiintindihan natin ang kanilang mga karapatan at pangangailangan. Sabi nga ng bayani ng Bagumbayan na si Jose Rizal, ang mga kabataan ang pag-asa ng bayan, kaya dapat ay protektahan natin sila laban sa panganib at pang-aabuso, sa masasamang elemento o bisyo at mapalaki at mahubog natin sila ng wasto upang maging modelong mamamayan at susunod na mga lider ng lipunan,” said Mayor James “Bong” Gordon Jr.

“Olongapo City is a national finalist to the Search for the Most Child-Friendly City because of the incessant and combined efforts of different city government departments under the leadership of Mayor Gordon and thru the assistance of barangay health and social workers and the participation of the communities,” said Gene Eclarino, head of City Social Welfare and Development Office (CSWDO).

“Lahat ng basic needs ng mga bata at nung isisilang pa lamang ay pinagsisikapan nating tugunan. Katulad na lamang ng libreng bakuna at check-up sa ating mga health centers na ngayon ay nakapagbibigay na rin ng Basic Emergency Obstetric and New Born Care (BEMONC) services sa loob ng bente-kwatro oras. This is to encourage pregnant mothers to deliver in a health facility rather than do home birthing, that sometimes, results to infant and maternal death because of lack of medical care needed to attend to birthing problems and complications, ” said Mayor Gordon.

“Sa pamamgitan ng City Health Office ay nagsasagawa rin tayo ng feeding program para sa mga batang ang edad ay 5 pababa sa mga lugar na nasaliksik nating mas nangangailangan ng tulong sa nutrisyon,” said Rich Torralba, City Nutrionist. “Sa katunayan, bumaba ang malnutrition prevalence rate noong 2009 dahil na rin sa mga programang pang-nutrisyon ng lungsod katulad nga ng feeding programs, Garantisadong Pambata at ang kampanya ng lungsod sa mga school canteens laban sa mga junk foods. Sa atas ni Mayor Gordon ay ikinakampanya rin natin ang ASIN Law o ang paggamit ng iodized salt hindi lamang sa ating mga kabahayan kundi pati na sa mga commercial establishments na nagtitinda ng pagkain dahil malaki ang maitutulong ng iodized salt sa ating kalusugan lalo na sa mga bata,” Torralba explained.

“Bilang isa sa pangunahing karapatan ng mga bata at kabataaan, binibigyang prayoridad ng pamahalaang lungsod ang edukasyon. Access to quality and affordable education for all, iyan ang ibinibigay sa lungsod kasama na ng mga scholarship programs mula sa elementarya hanggang kolehiyo,” said Councilor Nathan Manalo, a certified city scholar who graduated as cum laude at Gordon College.

“And to respond to the needs of our public schools to improve their facilities, the city government thru the Sangguniang Panlungsod has passed City Ordinance no.55 that mandates for a grant of school empowerment fund amounting to Php 100,000 for public elementary and high schools that will top the National Achievement Test (NAT) in the city level,” ayon naman kay Tet Marzan, City Planning and Development Office Project Coordinator. “Sa pamamagitan ng school empowerment fund ay mas mabibigyan natin ng pagkakataon ang mga bata at kabataang Olongapo sa mas maayos at de-kalidad na edukasyon,” Marzan explained.

“Because we believe that education is for all, Olongapo City has also introduced the ALIVE (Arabic Language and Islamic Values Education) as a peace-building strategy where Muslim –Filipino children in the city are given an opportunity to understand their own language and culture to result to a more compassionate population and to build respect and tolerance to other religion,” Mayor Gordon added.

“Ngunit hindi lamang ang mga mga bata at kabataang nakakapasok sa eskwelahan ang tinutulungan ng lungsod,” said Councilor Manalo. “Opportunities for non-formal education are also being given to Out-Of-School Youth thru the computer classes held in the barangays and thru the Alternative Learning System in coordination with the DepEd so that our OSYs can have equal opportunities and access to education,” Manalo disclosed.

“Ipinagmamalaki rin ng Olongapo ang 55 Day Care Centers natin sa 17 barangay na nagbibigay rin ng non-formal education at pangangalaga sa mga bata edad 3 hanggang 5 bilang preparasyon sa kanilang pagpasok sa elementarya. Sa katunayan, mayroon din tayong in-house day care center sa ikatlong palapag ng Olongapo City Hall na siya namang nangangalaga sa mga anak ng mga empleyado ng lungsod,” Eclarino added.

Moreover, aside from addressing the basic needs of children, the city government is also prepared to respond to children involved in high-risk situations thru the Social Development Center which caters to female children who are victims of child abuse, child labor, human trafficking and street children in need of special protection; the Center for Youth (formerly OCARE) which caters for male minors, street children, victims of violence and Children in Conflict with the Law (CICL) and the Center for Women and their children who are victims of violence, human trafficking and other forms of abuse. A Sagip-Kababayan Program is also being implemented in the city to rescue children and prevent them from being abused and exposed to other forms of exploitation, indignities and degradation.

“Being a child-friendly city is a legacy from no other other than the acknowledged mother of Olongapo, Pearl S. Buck International Woman of the Year Awardee, Amelia Juico Gordon, who, in her quest to safeguard the rights and welfare of the young, adopted more than 50 abandoned children and raised them herself and helped thousands more thru the Boys and Girls Home that she established before,” said Vice-Governor Anne Marie Gordon, an advocate of women and children’s rights.

“Since this is our first time on computerized voting, Mayor James “Bong” Gordon Jr. has tasked the Public Affairs Office (PAO) to constantly inform the public about the A-Z’s of poll automation,” Vic Vizcocho, Jr., head of PAO said over SBC TV22 simulcast on radio dwGO. “Sa pamamagitan ng palagiang pagpapaalala sa publiko sa pamamagitan ng radyo, telebisyon, dyaryo o internet man ay mas mapapadali ang pagtuturo natin sa mga botante tungkol sa makabagong paraaan ng pagboto at pagbilang ng boto gamit ang bagong balota at PCOS o Precinct Count Optical (PCOS) machine,” said Vizcocho.
According to the Commission on Elections (COMELEC) official website for voters’ education www.ibanangayon.ph , voters must observe the following guidelines regarding the proper use of the modern ballot:
1. Before accepting the ballot from the BEI, check to see if the ballot is:
a. Un-filled up; and
b. Clean, i.e., there are no marks anywhere on the
ballot
2. Vote by shading in the oval next to name of the candidate of your choice.
a. Completely shade in the oval. Do not use a check, or an x, or a dot, or any similar mark.
b. Do not make any mark outside the voting areas of the ballot.
c. It is alright to go over or beyond the lines of the voting oval
d. Use the COMELEC provided marking pen
e. Do not over-vote
f. Use only the COMELEC provided marking pen
g. Before filling up the ballot, be sure about the choices you are making. You will not be able to erase the marks you’ve already made; there will be no replacement ballot available.

3. After voting, enclose the ballot in the ballot secrecy folder and proceed to the PCOS.
a. There may be a line, so join the end of the line.
b. Do not show your ballot to anyone.
c. When it’s your turn to cast your ballot at the PCOS, slide your ballot out of the secrecy folder so that only the top portion is exposed.
d. Align the exposed portion to the mouth of the feeder and gently ease the ballot into the PCOS.
e. Release the ballot without removing the ballot secrecy folder.
f. Wait for the PCOS confirmation of your ballot before leaving

4. After casting your vote, return to the BEI for indelible inking.
It can be recalled that the poll automation is the brain-child of Senator Richard Gordon, who is now running for president, to address the usual long and tedious manual counting of votes that the COMELEC used to do.

FREE OPERATION TULI COMMENCES

The city government of Olongapo under the leadership of Mayor James Gordon, Jr., SK Federation, and the City Population Office (PopCom) with the doctors and medical staff of the City Health Office and Red Cross volunteers have launched the Annual Free Operation Tuli.

In an interview over dwGO with Virgie Navarro, city population officer she said, “so far wala namang kinakaharap na problema sa mga pasyente namin, meron lang ilan na hindi muna pinayagan na maisagawa ang “procedure” dahil hindi pa napapanahon, maaaring sa susunod na taon pa.”

The project started on April 6, 2010 in Brgy. Asinan. Among the five (5) barangays , Brgy. Barretto emerged with the most number of patients with two hundred one (201) registrants, followed by Brgy Gordon Heights- one hundred fifty (150), Brgy Asinan- fifty five (55), Brgy New Banicain- forty seven (47) and Brgy New Kababae- thirty seven (37).

The project will continue until the end of April. “Malaking tulong ito sa mga kapuspalad dahil hindi na nila po-problemahin ang panggastos sa pag papatuli sa kanilang mga anak,” FL Anne Gordon said.

City Health Officer Arnildo Tamayo cautioned the patients to follow the doctor’s advice and make sure to take medical prescriptions properly and on time. The Medicines were funded by the SK Federation headed Olongapo SK Federation President Cheenee Hoya andfrom the local funds.

Bagumbayan standard bearer Richard Gordon does not only guarantee salary increases to public teachers, doctors and other professionals should he win the May 2010 presidential race, but also vows to provide free Kindle units to 17 million public school students in the country.
This is in line with Olongapo Mayor James “Bong” Gordon, Jr.’s program to advance education as a tool for progress fro the city and its people.
“We need to improve the quality of education in the country to produce globally competitive graduates and we will do that by increasing the salaries of our teachers up to P40,000 and by providing a Kindle to each of our students wherein all the books that a student will need can be contained in a portable device with a storage capacity of over 1000 publications in digital format,” said Senator Gordon. “This way, all of our students will have free access to up-to-date learning and reading materials. Wala nang estudyante ang magtitiis pumasok ng walang libro,” Senator Gordon added.
Senator Gordon, former mayor of Olongapo City, first chairman and administrator of Subic Bay Metropolitan Authority and past secretary of the Department of Tourism, proposes to get the funds to purchase 17 million Kindle units, approximately amounting to $100 each, by allocating 50 centavos of every text message to the budget for education.
“We must provide the best education to our students for this country to move forward and not be left behind. Matagal na tayong naiiwan ng mga kalapit-bansa sa Asya, its our time to soar high dahil alam kong kaya natin. “Halos 3-bilyong text messages ang ipinadadala nating bawat araw, kapag siningil mo ng 50 sentimos ang bawat text message, we will have enough money to buy Kindle. I know, there will be opposition to the idea, but this is doable. When we give it for free to students, I don’t think they will refuse,” Gordon explained.

‘’Tinawag natin na ‘Sipsip 1’ ang unang dredging machine at dadagdagan pa natin yan, bibili pa ng isang dredging machine ang lungsod na tatawagin naman nating ‘Sipsip 2’,’’ Mayor Gordon proudly announced.

’Kung dati ay humihiram lamang tayo ng dredging machine sa Department of Public Works and Highways (DPWH), ngayon ay tuloy-tuloy ang gingawang trabaho ng City Engineering Office (CEO) dahil ayon sa mga flood control experts ay malaki ang tulong ng desilting sa mga ilog sa lungsod. Sinimulan noong buwan ng Marso ang desilting sa bukana ng Kalaklan River,’’ Mayor Gordon added.

It can be recalled that the first city-owned dredging machine arrived on February 3, 2010. The IMS Model 5012 HP Versi Dredge with Patented Starwheel Dredging Machine which was bought by the city government from the United States came in with accessories. “Kung ikukumpara sa isang ordinaryong dredging machine na nasa three hundred (300) meters lamang ang layo ng buhangin na kayang ibuga, ang dredging machine na binili ng city government ay tripleng mas powerful dahil meron itong kapasidad na 1.5 kilometer maximum length of pipe na di hamak na mas malayo ang kayang ibuga na buhangin,” General Service Office (GSO) Head Engr. Vic Bernabe said.

‘’Bagamat mas maliit siya sa size ay mas malakas o compact naman ito at kayang pumasok kahit na sa mga makikipot na ilog na hindi nagagawa ng isang ordinaryong dredging machine, the GSO head added.
According to a study done by flood control experts, the over flow of rivers is a result of erosion. Soil, mud, rock and other particles go down from the mountains and making the rivers shallow. To prevent river overflows, the dredging machine will be used for regular desilting works in Olongapo City rivers particularly Sta. Rita River, Mabayuan River, Cabalan River, East Bajac-Bajac Channel and Kalaklan River.

CADASTRAL SURVEY PROJECT CONTINUES

After conducting a series of barangay meetings last February for the cadastral project Mayor James Gordon, Jr., the City Planning and Development Office (CPDO) is calling on Olongapo residents to cooperate in the cadastral survey to conducted by the contractor AB Surveying and Development.

The cadastral project is funded by Senator Richard Gordon through the Department of Environment and Natural Resources (DENR), thus, no single centavo will be spent by the landowner.

According to Eng’r. Joanne Agaton of CPDO, the benefits of the cadastral survey are as follows: First, it speeds up the processing of land title application; second, less expenses in land titling; third, minimize land dispute , and helps the local government in planning and formulating projects and programs for every barangay.

Cadastral Survey is a kind of land measurement to determine the boundary of lots and authenticate ownership.

In an interview over dwGO’s and SBC TV22’s Mayor’s Corner, Agaton said, “sa lungsod ng Olongapo, tatlong (3) barangay ang kailangang unahin at iprioritize ng cadastral project. Ito ay ang barangay New Cabalan, Old Cabalan at Brgy. Barretto.”

“Olongapo’s progress will start from our barangays, given the trust and confidence of their fellow ‘Liga ng mga Barangay’ officers and members, this will give leadership to the barangay development in the city as Liga President Sundiam sits in the Sanguniang Panlungsod,’’ Mayor Gordon said.

City Councilor Edwin Piano and Department of Interior and Local Government (DILG) OIC-City Director Dennis D. Villasenor stood as witness at the oath-taking of the three (3) officials at the flag raising ceremony on March 29, 2010 at the Rizal Triangle Covered Court.

In the Special Election participated-in by the seventeen (17) members of the league on January 12, 2010, Sundiam got 14 votes, Batapa 13 votes and Gingco 14 votes. The 3 officials received their respective confirmation and recognition letters from Liga ng mga Barangay sa Pilipinas National President Ricojudge Janvier M. Echiverri.

“The Liga, under my guidance, will continue to support the HELPS program of Mayor Bong Gordon,’’ said Liga President Sundiam who joined the Sanguniang Panlungsod (SP) on March 10, 2010 as Liga representative.

The local government of Olongapo City will hold its Annual Summer Program “Operation Tuli” under the leadership of no less than Olongapo City Mayor James “Bong” Gordon, Jr. in partnership with the Sangguniang Kabataan (SK) Federation under its president Cheenee F. Hoya.
Mayor Gordon has directed SK Federation President Hoya and other SK Chairmen to confer with their barangay constituents and announce the Free Operation Tuli so that a lot of adolescent male can benefit from the circumcision project of the local government.
Free Operation Tuli aims to give free circumcision procedure to over two thousand (2,000) boys from the seventeen (17) barangays in Olongapo. This yearly endeavor is meant to help parents from the barangays who can't afford to have their sons circumcised in the hospital, private or otherwise. “Ang pondo para sa mga gagamiting gamot at medical supply ay buhat sa SK at local fund,” SK Pres. Cheenee Hoya said.
With the combined efforts of the local government and SK Federation, the City Population Office (POPCOM) headed by Virginia Navarro with the doctors and medical staff of the City Health Office (CHO) headed by Dr. Arnildo Tamayo will perform the procedure with the help of some Red Cross Volunteers.

ADVOCATES OF EDUCATION: Mayor James “Bong” Gordon Jr. and Olongapo First Lady and Zambales Vice-Governor Anne Marie Gordon hand out a check amounting to P100,000.00 to representatives of New Cabalan Elementary Schools (OCES) as part of the city government’s school empowerment program that aims to further improve the condition of public education in Olongapo. BASIC EMERGENCY OBSTETRIC AND NEWBORN CARE ORNINANCE OF OLONGAPO CITY

According to the Department of Health (DOH), almost four thousand six hundred (4,600) women die giving birth each year translating into ten (10) mothers dying and leaving more than thirty children motherless every day.

In the Philippines today, 6 out of 10 births take place at home making it difficult to follow a woman from prenatal to postnatal stage thus contributing to a high maternal fatality rate. Hemorrhage, hypertensive disorders during pregnancy and obstructed labor constitute the majority of complications relating to maternal fatalities. All of these problems can be prevented through proper medical care.
The DOH also mentioned three (3) factors that contribute to the growing maternal fatality rate: (1) the decision when to seek care, (2) reaching the health facility and, (3) receiving appropriate care in the facility.

According to City Health Officer Dr. Arnildo Tamayo, in Olongapo City, maternal deaths also occur. “The city has an annual population growth of more than five thousand births yearly,” he said, “the population is growing steadily and every pregnant mother is at risk.”

To address the root cause of this problem, Mayor James “Bong” Gordon, Jr. has approved Ordinance No. 59 or the Basic Emergency Obstetric and Newborn Care (BEONC) Ordinance of Olongapo City passed by the city council recently.
The objective of this ordinance is to provide pregnant mothers with adequate and affordable basic emergency obstetric and newborn care, and encourage pregnant women deliver their babies in health centers and hospitals as birth delivery outside a health facility is commonly practiced especially in far-flung areas.

The ordinance also aims to establish Women's Health Teams in communities composed doctors, midwives, nurses and Barangay Health Workers to ensure that all pregnant women in the community, especially the poor, are adequately served and lead the effort in convincing mothers to shift from home birth to facility or hospital birth.

Mayor Gordon has directed the City Health Office (CHO) as the lead agency in the implementation of this ordinance to ensure that systems, programs and services are available pregnant women at all times. The CHO will also adopt the aforementioned measures to reduce maternal deaths in the city.

Olongapo City First Lady and Zambales Vice-Governor Anne Marie Gordon has launched “Abot-Kayang Bigas Program” on February 22, 2010 at Marikit Park for the benefit of the less fortunate residents of Olongapo.

“We want to uplift the condition of our fellow Olongapeños, and through this program we can help them purchase goods at a reduced price,” FL Anne Gordon said.

The “Abot-kayang Bigas” program is the expansion of the “Tindahan Natin Outlet” program which started in 2008 catering to Persons with Disabilities (PWDs) and senior citizens in the city.

With the program now expanded with more beneficiaries, more positive comments are being reaped by the City Social Welfare and Development Office headed by Gene Eclarino and its 12 volunteers which consist of PWDs and Senior Citizens, supervised by PWD Elsie Valencia.

“Mura na ang bigas, konbinyente pa ang lugar namin, hindi kami naiinitan at nakaupo pa kami habang nag-aantay ng aming turn,” Maryjane Mendigorin of Blk 20 Gordon Heights said.

“The program aims to help indigents to meet their basic needs, especially when it comes to rice consumption, from P18.25 our commercial rice is now P16.75,” Gene Eclarino revealed.

The “Abot-kayang Bigas” program supplies commercial rice everyday, 1pm to 5pm at Marikit Park.

March is National Rabies Awareness Month

“Nais kong ipaalala sa mga magulang na ingatan ang kanilang mga anak lalo na ngayong bakasyon laban sa rabies na maaaring makuha sa kagat ng aso. Ayon sa tala ng Department of Health (DOH), pinakamataas ang insidente ng rabies sa panahon ng bakasyon sa eskwela kung kalian mas maraming batang naglalaro sa paligid at kalsada,” Mayor James “Bong” Gordon Jr. told city govt. employees recently.

According to DOH National Epidemiology Center (NEC) director Eric Tayag, cases of dog bites are expected to increase in the summer since more children will be playing outside their homes where there are more prone to animal attacks or dog bites.
“Kaya naman tuwing Marso, ang Olongapo at ang buong bansa sa pamamagitan ng DOH ay inoobserba ang buwan na ito bilang National Rabies Awareness Month, upang ipaalala sa mga magulang na ingatan ang anilang mga anak laban sa kagat ng aso at ipaalala rin sa mga nag-aalaga ng hayop na responsibilidad nila ang mga ito, lalo na ang pagpapabukana sa kanilangb aso,” Mayor Gordon added.

“Rabies is a viral infection of animals that can be transmitted to humans. It is caused by a virus of the Rhabdoviridae family, which attacks the central nervous system. The virus is usually excreted in the saliva of an infected animal. Dogs remain the principal animal source of rabies. In the Philippines, rabies has been transmitted to humans from the bites of dogs (98 percent) and cats (two percent). A person who is infected with rabies may experience symptoms like fever, anorexia, nausea & vomiting, headache, pain or paresthesia at site bite, signs of nervous system dysfunction as hyperactivity, disorientation, hallucination, seizures & paralysis,” explained Dr. Arnold Lopez, City Veterinarian. “That is why it is very important for dog-owners to make sure that their pets can’t harm people or children and give them the appropriate vaccinations,” said Lopez.

The Sangguniang Panlungsod has passed a resolution fully supporting the Implementation and Recognition of Identification Cards (ID) for Persons With Disabilities (PWDs) pursuant to Republic Act 7277 or Magna Carta for Persons with Disability as Amended and for Other Purposes.

The resolution guarantees for PWDs at least 20% discount privileges in drugstores, dental and medical services including diagnostic and laboratory fees in all hospitals and medical facilities and transportation fares in all public utility vehicles nationwide. Accommodation in hotels and similar lodging establishments, restaurants and recreation centers are also subject to the same discount that PWDs can use and enjoy.

To avail of these benefits and privileges, the issuance of PWD Identification Cards duly endorsed by the National Council for the Welfare of the Disabled Person will be necessary.

Because of this, Mayor James “Bong” Gordon, Jr. has directed the City Social Welfare and Development Office (CSWDO) to facilitate the production of the IDs, charged to the PWD Funds.

Another issue that is common to disabled persons are the harsh and rude words or statements being said to them. This resolution prohibits the utterance of slanderous and abusive statements which can make the PWDs lose their self-esteem.
The resolution was approved unanimously by the City Councilors, namely, Elena Dabu, sponsor of the resolution, Gina Perez, John Carlos delos Reyes, Rodel Cerezo, Sarah Garcia, Edwin Piano, Angelito Baloy, Aquilino Cortez, Anselmo Aquino, Carlito Baloy and Cheenee Hoya with City Vice Mayor Cynthia Cajudo.

Olongapo City Observes Fire Prevention Month

“By virtue of Proclamation No. 115-A, Olongapo City and the rest of the country observes the Fire Prevention Month, March of every year, to increase the level of awareness of the public on the ways to prevent fires and to save lives and properties because March is the month of hot and dry season when the environment is more prone and conducive to fires,” said Mayor James “Bong” Gordon Jr.
“With this year’s theme: Sustaining Fire Prevention through Active Community Participation, the city government is calling on Olongapeños to help prevent or minimize the incidents of fires by being constantly aware of the environment,” Mayor Gordon added.
Accordingly, the City Bureau of Fire Protection has provided the following home and life-saving tips to prevent the incidence of fires:
List down the phone numbers of the Fire Department in case of emergencies.

Eliminate fire hazards through good housekeeping: dispose waste paper, rubbish and other flammable materials regularly.

Keep matches and lighters out of children’s reach.

Oil or gas lamps and candles should be placed away from curtains. Do not light them near windows, fans or where children or pets may topple them. Put out the flame before going to bed.

Never read in bed by candle or lamp.

Do not leave a burning candle unattended.

Do not keep flammable materials like gasoline, alcohol and paint inside the house.

Regularly check your electrical installations, and have all frayed wirings and electrical fixtures changed or repaired by a licensed electrician.

Never leave a lighted cigarette/cigar/pipe unattended. This may fall on flammable materials.

Crush cigarette butts thoroughly before discarding them. Do not throw butts into the waste basket. Always have ashtray available in your home.

Check LPG, kerosene and oil stove regularly for leakage and defects.

Don't leave the stove while cooking and always turn it off after use.

Don't heat wax, paints and other polishing substances over open flames.

Always check your kitchen before going to sleep.

Unplug electrical appliance after use.

Don't replace blown fused with tin foil, wire or metal to short circuit the current. Used only approved and standard fused.

Always keep a first-aid kit handy.

It can be recalled that Mayor Gordon’s HELPS (health, housing, environment, education, livelihood, labor, peace and order and social services) report shows a decreasing trend in the city’s fire incidents from 2007 to 2009 due to the combined efforts of the Bureau of Fire Protection and the communities to save lives and properties.

Remembering the Father of Olongapo: James L. Gordon Sr.

On March 4, Olongapo City will commemorate the 43rd Death Anniversary of James L. Gordon Sr., the acknowledged father of Olongapo.
James L. Gordon Sr., whose father was an American, opted to choose the citizenship of his Filipino mother and went on to fight for Olongapo's freedom. On December 7, 1959, after 61 years under the U.S. Government, the then Community of Olongapo was finally turned over to the Philippine Government. On the same day, then President Carlos P. Garcia signed Executive Order no. 366 which created the Municipality of Olongapo in the Province of Zambales.
In 1964, Gordon Sr. was elected mayor in the first ever local elections in the young municipality. His resolve to turn the municipality into a city was finally realized two years later, in 1966, when Republic Act 4645, the City charter was signed by then President Ferdinand Marcos. On September 3, 1966, then Vice President Fernando Lopez swore in James L. Gordon as Olongapo’s first city mayor at a formal inauguration ceremonies.
Known for his dictum, “ang paggogobyerno ay bigay-buhay, hindi hanap-buhay,” Gordon Sr. battled crime and corruptions and narrowly escaped three attempts on his life until finally a hired convict, released from prison for the purpose, shot Gordon Sr. in the head at close range while talking to a woman seeking assistance at the city hall lobby. Gordon Sr. was rushed to USS Repose, a US Navy Hospital ship where doctors tried but failed to save his life. The news of James Gordon's death shocked the nation. Nationalist and then Senator Jose W. Diokno, in paying his last respects to Gordon Sr. said that the mayor was "born an American and died a Filipino." James L. Gordon’s remains were placed in a caisson reserved for Philippine presidents while his funeral procession was attended by high-ranking Philippine and American officials, recognizing his enormous contribution to the genesis of Olongapo City, now a bustling metropolis due to the legacy of good governance that James Gordon Sr. had started.
"Because of my father’s legacy, I will always strive to become a good leader. Serving the people and delivering justice as speedily as I could when I became mayor, especially for the poor, was like delivering justice to the death of my father,” said former mayor of Olongapo, first chairman and administrator of Subic Bay Metropolitan Authority (SBMA) and past Tourism Secretary, Senator Richard Gordon who is also the Bagumbayan Party Standard Bearer for the presidential race.
“ I will always look up to my father’s achievements and noble contributions to the freedom and development of the then Community of Olongapo. He loved Olongapo so much that he died fighting the depraved elements of society. We owe it to him to see that Olongapo City continue to be progressive and model city for competitiveness and good governance,” said Mayor James “Bong” Gordon Jr.

Vice-Governor Anne Marie on Violence Against Women

“Commit, Act, Demand: We Can End Violence Against Women!” said Olongapo First Lady and Zambales Vice-Governor Anne Marie Gordon, echoing this year’s theme of the 18-day campaign to end Violence Against Women (VAW).

The 18-day crusade against VAW is an annual drive led by the National Commission on the Role of Filipino Women (NCRFW) to promote the rights and welfare of women which started on November 25, the International Day Against Violence Against Women to December 10, the International Human Rights Day and will conclude on December 12, which marks the adoption of the United Nations Convention Against Transnational Crime.
“We can end Violence Against Women (VAW). This social issue does not just involve women, but also men and more importantly children and families, the core of human societies. Hence, we must all work together to battle this problem,” she added.
It can be recalled that Olongapo First Lady and Zambales Vice-Governor Anne Marie, an advocate of women’s rights and welfare, lobbied for the establishment of Center for Women in Olongapo, a temporary refuge for abused and battered women.

City Council Approves Resolution No. 134

Olongapo City Mayor James ‘’Bong’’ Gordon, Jr. signed Resolution No. 134 (series of 2009) entitled, “A Resolution Encouraging the Olongapeños to Vote for Puerto Princesa Subterranean River National Park to be included in the world Search for the New Seven Wonders of Nature”.

“We are encouraging everybody to vote for Puerto Princesa Subterranean River National Park to be included in the world search for the New Seven Wonders of Nature,” Mayor Gordon said.

The resolution states that, “Olongapo City is in the process of establishing sisterhood relationship with Puerto Princesa City to strengthen the friendship between the two cities.”

Popularly known as the Underground River situated 50 kilometers north of Puerto Princesa City, Palawan is one of the country’s top tourist destinations.

In December 4, 1999, the Underground River has been recognized as a premier ecotourism destination and included in the prestigious UNESCO (United Nations Educational, Scientific and Cultural Organization) World Heritage List.

As of April 2009, the Philippines’ Subterranean River National Park in Palawan ranks first in the global voting for the New Seven Wonders of Nature competition, under the forests, natural parks and nature reserves category

In his effort to reach out, listen and know the needs of his constituents, Mayor James “Bong” Gordon, Jr. is intensifying the Barangay Consultations in Olongapo City.
The Barangay Consultations dubbed as City First Lady and Zambales Vice-Gov. Anne Marie Gordon to personally hear first hand from city residents “GORDON HELPS”, enables Mayor Gordon together with Olongapo their concerns.
In a meeting-like manner, the Barangay Consultation or “GORDON HELPS” is usually held in the afternoon in the presence of residents, barangay officials and department heads of the local government, ensuring immediate action where deemed necessary.
With the different department heads, the mayor goes to practically every nook and cranny of the city’s 17 barangays, even in the most remote places, not just within or near the city proper.
Some of the offices and departments that Mayor Gordon takes with him during “GORDON HELPS” are the Livelihood Cooperative Development Office (LCDO), to inform and entice the people of the livelihood projects they can avail of. The Public Employment Service Office (PESO), which helps Olongapenos find decent jobs and the City Social Welfare and Development Office (CSWDO) that provides aid, assistance and support to the different sectors in the community like women, the youth, the disabled and senior citizens.
Also actively participating in the “GORDON HELPS” program are the City Health Office (CHO) and James L. Gordon Memorial Hospital (JLGMH), giving free medical consultations while the Dental Services Unit gives dental filling and extraction.
“GORDON HELPS” is an ongoing program of the Local Government that reaches out to all sectors of Olongapo City.

Totaling to forty three (43), fourteen (14) boys and twenty nine (29) girls comprised the second batch of graduates of the one and a half month German Language Training at the Olongapo City Skills Training Center.

“The graduates are a clear manifestation of the effectiveness of the city's program for livelihood and skills development for Olongapeños,” Mayor Gordon said.

"Our graduates should not stop on just acquiring the knowledge, they must use this information to better themselves and earn a decent living," Mayor Gordon added.

“We were overwhelmed by the response, ang daming gustong mag-train sa course na ito at hindi namin inaasahan na marami pala ang gustong mag-training ng German Language,” Sanchez said.

Courses discussed during the training include German alphabet, pronunciation, practical conversation and Spelling.

The training was facilitated by Reggie Sanchez, a German Language instructress who married a German national and lived in Germany for more than twenty (20) years.

Because of the huge demand for the course, the German Language Training will be conducted regularly same as the other regular trainings such as computer, call center, welding trainings, basic handtools and power tools safety and usage.

Mayor Gordon: “Make Waste Segregation a Habit”

Mayor James “Bong” Gordon, Jr. once again reminded the populace to segregate household wastes thru the garbage bins provided at the streets of Olongapo City.

“The Olongapo City Government has vigorously campaigned for the C3 or Compost, Reduce, Re-Use and Recycle campaign to manage the city’s waste,” said Mayor James “Bong” Gordon, Jr. “If we segregate our wastes, we are not only helping to keep the city clean and healthy but more importantly, we are in one way or another, fighting climate change. Southeast Asian countries are beginning to feel the effects of climate change. For the past two months, the Philippines has been hit by succeeding fierce typhoons, same with Cambodia, Vietnam and Laos and the devastations caused by these typhoons are distressing. So in our own little ways, let us help rehabilitate our environment and I am appealing to all Olongapeños to make waste segregation a habit,” he added.

Accordingly, The Environmental Sanitation and Management Office (ESMO), distributed leaflets to Olongapeños explaining in detail the CR3 method to segregate wastes and to promote proper care of the garbage bins provided for the residents.

Meanwhile, Dante Ramos, head of ESMO said concerned residents may report cases of lost or ruined garbage bins to their respective barangay leaders o call the ESMO hotline numbers: 223-4538/224-9346.

The meaning of storm signals

In the face of successive tropical cyclones or typhoons that brought massive damages to the country and to Olongapo City as well, Mayor James “Bong” Gordon, Jr. has tasked concerned departments to re-inform Olongapeños about the meanings of storm signals so that appropriate disaster preparedness can be done to prevent accidents.

“The Philippines has the highest number of tropical typhoons in the world with an average of 20 typhoons entering the country every year, so we must always prepare for the worst situations,” said Mayor James “Bong” Gordon, Jr.

According to the Philippine Atmospheric Geophysical and Astronomical Services Administration or PAG-ASA, Public Storm Signal No. 1 is put into effect when a maximum wind speed of not more than 60 kph is expected to affect a certain place in at lest 36 hours. In this situation, impact of winds may cause twigs and branches of small trees to be broken, some banana plants may be tiled or downed and some houses of very light materials like nipa and cogon may be partially unroofed. Classes in pre-school level in all public and private schools in affected communities will automatically be suspended.

On the other hand, Public Storm Signal No. 2 is announced when the maximum wind speed is greater than 60kph but not more than 100 kph is expected to affect a certain place in at least 24 hours. In this situation some coconut trees may be tilted or broken, few big trees may be uprooted, large number of nipa and cogon houses may be partially or totally unroofed, some old galvanized iron roofing may be peeled off and in general, the winds may bring light to moderate damages to the communities affected. With storm signal no. 2, classes in pre-school, elementary and high school levels in all public and private schools in affected areas are automatically suspended .

Public Storm Signal No. 3 is announced when a maximum wind speed of more than 100 kph up to 185 kph is expected to affect a certain place in at least 12 to 18 hours. In this situation, nipa houses may be unroofed or destroyed and there may be considerable damages to structures of light to medium construction. There may be widespread disruption of electrical power and communication services and in general, moderate to heavy damage may be expected, practically in agricultural and industrial sectors. With public storm signal no. 3, people are advised not to travel especially by sea or air transportation and people should also seek shelter in strong buildings, evacuate low-lying areas and stay-away from seacoasts or river banks. Classes in all levels are automatically suspended in affected communities.

Public Storm Signal no. 4 is declared when very strong winds of more than 185 kph is expected to affect a certain area in at least 12 hours. In this situation, many large trees may be uprooted and most residential and buildings of mixed construction may be severely damaged, electrical power disruption and communication services will be disrupted and in general, massive damages may be expected to communities affected.

Foregoing the celebration of his birthday in cognizance of the plight of the typhoon and flooding victims, Mayor James “Bong” Gordon, Jr. spent his special day giving gifts to needy Olongapenos today, October 1, 2009 at the Rizal Triangle Covered Court.

Together with Olongapo First Lady and Zambales Vice-Governor Anne Marie, Mayor Gordon handed out more than 3,000 grocery gift bags to residents who in turn, expressed their gratitude for the assistance they received.

“I cannot celebrate my birthday knowing that there are people in the city who needs more food and supplies especially after the recent calamity,” Mayor Gordon explained.

“As his wife, I can only wish for his good health and long life and although his special day lacks the merriment of a usual celebration, I know that he is very happy today because he is doing good things for the people,” said Olongapo First Lady Anne Marie.

Mayor James “Bong” Gordon decided against the prior plan of city department heads to throw a surprise celebration party for his 62nd birthday this year.

“Due to the recent catastrophe that hits the city, I am foregoing any merry-making or celebrations. Instead, I am asking you to come up with projects that will provide livelihood and employment assistance to the people of Olongapo and that will make me very happy on my birthday,” Mayor Gordon said, addressing the department heads.

To adhere to this request, last September 30, 2009, several programs were held simultaneously by the City Health Office, Dental Services Department, Livelihood and Cooperative Development Office (LCDO) and the Public Employment Services Office (PESO) at the Rizal Triangle Covered Court where hundreds of Olongapeños benefited from the free medical and dental consultation, free livelihood training, and free haircut service that the said offices provided.

Jobseekers also took advantage of the employment opportunities that were offered by accredited recruitment agencies and companies that

participated at the said event. Later that day, Mayor Gordon together with Olongapo First Lady and Zambales Vice-Governor Anne Marie also distributed grocery gift bags to underprivileged families in Brgy. Barreto.

City Starts FACES Project

Mayor James “Bong” Gordon, Jr. led the ceremonial turn-over of fund assistance given by the United Nations Millennium Development Goals-Family-Based Actions for Children and their Environs in the Slums (UNMDG-FACES) Project in Olongapo City.

Held at the Rizal Triangle Covered Court recently, Mayor Gordon officially turned over the P60,000 fund assistance for the 1st phase of UNMDG-FACES project to City Treasurer Marcelino Andawi, UBSP Coordinator Randino Ledesma, City Social Welfare and Development Office (CSWDO) head Gene Eclarino and to City Planning and Development Office (CPDO) OIC Engineer Marivic Nierras.

The said amount is the partial funding of the total amount of P300,000.00 fund assistance. The Local Government Academy (LGA) of the Department of Interior and Local Government (DILG) of the Philippines thru the United Nations-Habitat, implements FACES in Olongapo. The city is the sole recipient in Region III of the said second batch of the grant.

To ensure the implementation of the said project, Mayor Gordon signs Executive Order No. 59 that creates the FACES Project Management Team (PMT) wherein the Officer-In-Charge of the Urban Basic Services Programme (UBSP) will lead the team.

To celebrate Mayor James “Bong” Gordon’s upcoming 62nd birthday on October 2, city government officials and employees have organized various service activities to be held simultaneously at the Rizal Triangle Covered Court on September 30, 2009, 10 am.

At the said event, five hundred (500) patients can avail of free medical and dental consultations from the City Health Office while one hundred (100) patients will benefit from the free tooth extraction of the Dental Services Division. Likewise, the LCDO (Livelihood and Cooperative Development Office) will provide free haircut and will conduct basic livelihood training seminars at the venue. At the same time, the Public Employment Service Office (PESO) helpdesk will offer local and international job opportunities in cooperation with POEA-licensed recruitment agencies, business establishments in the city and, the Subic Bay Freeport Zone.

City builds first over pass

Mayor James “Bong” Gordon, Jr. and Olongapo First Lady and Zambales Vice Gov. Anne Marie invite residents to join and witness the ground breaking ceremonies for the city’s first overpass on September 28, 2009 at 9:30 am.

The said overpass will be constructed along Rizal Avenue, in front of Olongapo City Elementary School (OCES) to ensure the safety of pedestrian and to reduce traffic congestion on the main highway wherein buses and motorists to and from Manila and Zambales pass by.

“In addition to passersby, almost 4,000 students of OCES cross the roads along Rizal Avenue everyday and we want to be sure that no one gets hit by a truck or a speeding vehicle. The construction of overpass will lessen the probability of road accidents for the city’s pedestrians,” said Mayor Gordon.

On the same day of groundbreaking for the overpass, the city will also open newly constructed roads at E-6th St., Brgy. Pag-asa and at Mercury St., Brgy. Sta Rita while Lawin St. at Brgy. New Cabalan will be inaugurated on the next day. The said activities are part of Mayor Gordon’s observance of his 62nd birthday on October 3, 2009.

Mayor Gordon leads city business summit

Mayor James “Bong” Gordon led the 2009 Olongapo Business Summit held at the Olongapo City Convention Center (OCCC) last September 15, 2009 with the participation of city and Subic Bay Metropolitan Authority (SBMA) officials, investors, national government agencies and various business organizations in Olongapo City.

The said summit also discussed and explained current procedures and issues related to business processing in the city and at the Subic Bay Freeport Zone (SBFZ).

Due to the success of the event, the city plans to hold a yearly business summit as an avenue of communication between concerned government agencies and the business sector, Mayor Gordon said.

It can be recalled that due to the city’s business-friendly policies, Olongapo was cited as Most Competitive Medium-Sized City for 2007 from the Asian Institute of Management Policy Center and as Best Business One Stop Shop (B.O.S.S) of the Central Luzon Growth Corridor Foundation.

Olongapo also garnered a similar award from AIM in 2005.

City ascertains damages for rehabilitation plans

Mayor James “Bong” Gordon Jr. together with Olongapo First Lady and Zambales Vice-Governor Anne Marie Gordon held an urgent meeting with the department heads, representatives from the City Disaster Coordinating Council (CDCC), and with community and barangay leaders at the FMA Hall recently.

Mayor Gordon initiated the move to identify the areas affected by the floods and to discern the status of the residents who evacuated from their homes and the extent of damages to public and private properties brought about by the recent calamity.

Barangay leaders from Old Cabalan reported how the Disaster Management Office, together with barangay volunteers rescued residents from the floods while representatives from Barangay Sta. Rita, which was severely hit by the floods, accounted the scope of damages to their constituents such as loss of homes and destruction of other properties.

Based on the reports gathered in this meeting, Mayor Gordon tasked concerned departments such as CSWDO, DMO, PUD, Engineering, ESMO, CPDO to lead the city’s rehabilitation.

It can be recalled that the city declared a state of calamity last week after the barrage of monsoon rains in addition to high tide causing floods as high as 10 feet, leaving mounds of mud and destroyed properties in the city.

Meanwhile, Olongapo First Lady and Zambales Vice-Governor Anne Gordon led the additional relief-operation for the flood-stricken families at the Rizal Triangle Covered Court after the meeting.

Business Incentives for Barangay Micro-Business Enterprises (BMBEs)

Pursuant to the policies of Republic Act 9178 otherwise known as the “The Barangay Micro-Business Enterprises (BMBEs) of 2002, the city government is encouraging business owners to register as BMBEs to avail of tax incentives.

“Duly-registered BMBEs are given tax incentives to encourage the formation and growth of barangay micro-business enterprises that utilize the Filipinos’ own entrepreneurial talents and resources,” said Mayor James “Bong” Gordon, Jr.

According to the implementing rules of the said act, the Office of the Treasurer of each city or municipality shall register BMBEs and issue a Certificate of Authority (CA) to enable the BMBE to avail of incentives provided that only one CA shall be issued for each BMBE.

“An enterprise can be considered as BMBE if it is barangay based, meaning, if the majority of its employees are residents of the city and if the principal operations of business is also confined within the territorial jurisdiction of the city,” explained Marcelino Andawi, Olongapo City Treasurer. “Moreover, the principal activity of a BMBE must include the application of a particular skill or use of raw materials predominantly sourced from Olongapo,” Andawi added.

Andawi also stressed that aside from being barangay based, a potential BMBE must be micro-business in nature and scope whose principal activity is for livelihood as determined by the Small and Medium Enterprise Development Council or by the Department of Trade and Industry (DTI) as priority area for development or government assistance.

On the other hand, applicants of BMBE must not be a branch, subsidiary, division or office of a large scale enterprise and an enterprise’ policies must not be under the mandates of a large scale business or by person(s) who are not owners or employees of an applying BMBE.

The City Treasurer’s Office requires registrants of BMBEs to submit the following documents:

Registration as a business entity or enterprise from the appropriate government agency such as SEC registration for corporations, DTI for sole proprietorship and Cooperative Development Authority (CDA) permit for cooperatives;
Taxpayer Identification Number (TIN);
Certificate of registration from the Bureau of Internal Revenue (BIR);
Mayor’s permit
Sworn affidavit executed by the sole proprietor or President of the Enterprise, as case may be, that the enterprise is barangay based and micro-business in nature and scope;
Pictures of the place of business and its assets;
Copy of Loan contracts, if any, and duly-notarized certification of amortization payments on the loan; and
Income Tax Return (ITR) with proof that it has been duly filed with BIR, including attachments, if any (for existing business only).

ALAY LAKAD prepares for its next run

Led by Chairman Abner Santos of Lions Club International, District 301-D1, this year’s lead non-government organization, the 2009 Alay-Lakad Executive Committee (Execom) has lined-up this year’s activities in the aim to solicit funds to support the foundation’s social projects, particularly, the scholarship grants for the Olongapeño youth.

Aside from the Bingo Social Game to be held on October 7, 2009, 6 pm at the Plenary Hall of the Olongapo City Convention Center (OCCC), the foundation has already started the distribution of the tickets and selling of souvenir t-shirts and stickers while donation boxes are standing by the banks and business establishments in the city for the whole year to aid in the solicitation of funds for the foundations’ projects.

MAYOR GORDON TELLS RESIDENTS TO BRACE-UP VS FLOODING

Mayor James “Bong” Gordon, Jr. has advised the public to store foods and necessary supplies as part of measures against prolonged rainfall and flooding brought by monsoon rains the past few days.

“According to weather forecast, we will have more rains for the next two days and its better if we prepare for the worst situations. We are advising the residents to cooperate, be alert and stay indoors to avoid accidents,” said Mayor Gordon.

In this connection, the City Disaster Coordinating Council (CDCC) conducted an urgent meeting with all its attached agencies, officials, and with the 17 barangays of Olongapo to get an up-to-date situationer from different areas in the city.

From the initial report received by the CDCC, an approximate of two hundred and eighteen families (218) or a total of three hundred seventy three (373) individuals from West Bajac-Bajac, East Bajac-Bajac, New Ilalim and Old Cabalan evacuated from their homes. Out of this evacuees, two hundred (200) families were brought to Old Cabalan Elementary School and the remaining eighteen (18) families were temporarily housed at the Olongapo City National High School (OCNHS).

Moreover, according to CDCC, two (2) patients were reported to have been given first-aid namely: Ignacio dela Peña, 48 years old, who accidentally stepped-on a nail and the 70 year-old Carlito Esterllado who suffers from cough and colds. The said patients who are both residents of West Bajac-Bajac are staying at the Olongapo City National High School evacuation site.

The City Social Welfare and Development Office (CSWDO) oversees the needs of the evacuees while the City Health Office (CHO) is in charged with the medical welfare of the flood victims.

On the other hand, the Subic Bay Metropolitan Authority (SBMA) donated 43 boxes of canned goods and 3 sacks of rice to support the city in providing for the needs of its residents in times of calamities.

Brown Elementary School (NEBES) Olongapo City received a medallion of recognition from President Gloria Macapagal-Arroyo at the conferment ceremonies of this year’s Metrobank Foundation Ten Most Outstanding Teachers at the Malacañang Palace last September 5.

Also distinguished by Dr. George S.K. Imingan is chosen by the Metrobank Foundation as one of the bests due to her passion and dedication as an educator. As an English teacher for ten years, Imingan considers that her biggest responsibility is to promote reading and comprehension. In order to achieve this, she conducted researches on reading difficulties and has developed improvised teaching devices called the Reading Remediation Series. This technique uses teaching materials such as big books, charts and flashcards that helped improved the reading comprehension of her students. Imingan also spearheaded the establishment of the Extensive Reading Center (ERC) at NEBES where wide varieties of reading materials and learning tools are made available to students and teachers. This model teacher also reached out to the families of students with reading difficulties and her efforts to pursue the progress in reading and comprehension of students resulted to better performance of NEBES in the division, regional and national achievement tests for elementary schools. In fact, NEBES bagged the “Best School Award in Reading” for SY 2006-2007 from the DepED Division Office in Olongapo City.

“ I am so proud that an Olongapeño teacher is chosen as one of the country’s finest educator because Teacher Imingan does not only represent the labors and accomplishments of her school and co-teachers but also the struggle for excellence of her hometown,” said Mayor Gordon.

First-Elected Woman Mayor of Olongapo and First-Elected Assembly Woman Amelia J. Gordon celebrated her 89th birthday last September 4, 2009 at the Olongapo City Convention Center (OCCC).

Senator Richard Gordon and wife Kate, together with Mayor James “Bong” Gordon, Jr. and Olongapo First Lady and Zambales Vice-Governor Anne Marie led well-wishers who expressed their love and admiration to the acknowledged mother of Olongapo.

“My mother is not only our mother. She is the mother of every men, women, young and old Olongapeños,” said Senator Dick. Mayor Bong on the other hand, led the conferment of Entrepreneurs’ Award from the Metro-Olongapo Chamber of Commerce (OBC) Inc. to the birthday celebrant.

With the theme “Amelia J. Gordon: Enjoying a Full and Long Life, Amelia’s daughters Veronica G. Lorenzana and Barbara G. delos Reyes prepared a presentation wherein child actors from the Olongapo City and Zambales Performing Arts re-enacted the life and accomplishments Madame Amelia.

Amelia Gordon is known for her advocacy to protect and promote the welfare of the needy and abandoned children. She led the formation of Iba-Olongapo Catholic Women’s League, Olongapo City Red Cross, Olongapo City Civic Action Group and Olongapo Boy’s Town and Girls Home, organizations that are helping Olongapeños up to the present. Because of her noble deeds, Amelia received the Dona Aurora Aragon Medal Award, Silver Jubilee Family Award, Silver Medal Award from the Philippine National Red Cross (PNRC), 1985 Gintong Ina Award Alay kay Inay, 1993 Gold Humanitarian Service Cross Award, 2000 Centennial woman of the Year Award and 2004 Pearl S. Buck International Award.

Inmates take basic massage lessons

Mayor James “Bong” Gordon Jr. in cooperation with the Livelihood and Development Office (LCDO) awarded training equipment to Olongapo City District Jail recently in connection with the city’s advocacy to help the reformation of inmates.

Together with LCDO head Aileen Sanchez, Mayor Gordon turned over two (2) massage beds and 45 training kits to Jail Superintendent Alberto M. Balauag and Rev. Edgardro Pabanil.

These donations are in line with the Basic Massage Training being conducted by the LCDO to teach inmates of the benefits of traditional medicines and massage to the body’s healing process.

The said training started first week of July and will end on October 5, 2009. Among the lessons that inmates have learned are the basics in reflexology, hydrotherapy, herbal medicine and natural healing therapies.

Radioactive Sources: Risks Vs. Benefits

A total of 157 attendees from different schools and universities from Olongapo and Zambales benefited from the “Nuclear Safety and Security Awareness Seminar held last August 27, 2009 at the Olongapo City Convention Center (OCCC) thru the efforts of Philippine Nuclear Research Institute (PNRI) as part of its countywide Nuclear Caravan program in cooperation with the Department of Science and Technology Regional Office.

Lynette B. Cayabo, Science Research Specialist II of the Nuclear Regulations, Licensing and Safeguards Division (NRLSD) of PNRI, discussed the fundamentals of radiation that provided a backgrounder and brief explanation about radiation, its natural and artificial sources, and its effect on the human body depending on the variables of exposure. Cayabo also stressed 3 ways to control the exposure to radioactive sources namely:
a. To minimize time of exposure;
b. To maximize distance from radioactive sources; and ,
c. To provide shielding from radioactive materials
(lead).

On the other hand, Euliania M. Valdezco chief of NRLSD tackled the safety and security of radioactive sources in the Philippines. Valdezco discussed the benefits of radiation to:
a. Medical applications like Cobalt 60 to treat cancer,
blood/tissue irradiation, medical diagnoses,
radiotherapy and others;
b. Electric and nuclear power generation; and,
c. To food technology specifically the use of food
irradiators to create “mutants” such as “seedless”
pineapples and the likes.

Likewise, Valdezco also emphasized the harm and danger that radioactive sources may cause through the misuse of these highly dangerous radioactive sources.

“We are not saying that radioactive sources are not harmful, they are harmful, but they can also be beneficial depending on how we use it,” said Valdezco. The foreseen danger of misuse of radioactive elements is the basis for the resolve for radiation protection on the supposition that the smaller doses of radiation one receive, the smaller are the risks. Thus, the creation of PNRI that oversees to the proper licensing of companies and industries that use radioactive sources.

To summarize, the seminar pointed out the following key messages:

a. Radiation can be beneficial or harmful

5th Olongapo Marathon 2009

The City of Olongapo is preparing for the upcoming 5th Olongapo City Marathon 2009. The event will be organized by the Young Men’s Christian Association (YMCA) of Olongapo City in coordination with the Olongapo City Youth and Sports Development Council and the Department of Education.

Mayor Gordon together with Olongapo First Lady Zambales Vice Governor Anne Marie Gordon, city officials, members of the Olongapo City Sports Council, SK Federation Officers, barangay officials and other guests are expected to grace the opening program on October 4, 2009 at the Rizal Triangle Multi-Purpose Center.

The Fun Run activity will kick off on October 4, 2009 from 5:00 o’clock in the morning onwards with a series of footraces in two (2) categories such as the 5K and 3-K distance for kids ages 12 years old and below.

The event aims to inspire the youth on alternative source of activities rather than engaging in negative influences. Further, it is intended to inspire Olongapeños to be physically fit, discover future champions, sports heroes and new talents in track event.

600 More Recipients of Medical and Dental Aid

Around 600 residents benefited from the medical and dental mission conducted at Jolo St. Tabacuhan, Sta. Rita last August 27, 2009.

This group of beneficiaries was among the many batches of recipients of medical and dental aid from the health programs of Mayor James “Bong” Gordon Jr. and Olongapo First Lady and Zambales Vice-Governor Anne Marie.

“The city government provides continuous free medical and dental mission to lend a hand to our needy kababayans,” said Mayor Gordon.

Headed by the City Dentist Dr. Donald Vigo together with doctors and medical personnel from the City Health Office and James L. Gordon Memorial Hospital , the city conducts mobile medical and dental missions at least twice a month to reach the residents of the 17 barangays of Olongapo.

Orozco Again Bags Top Resident Ombudsman Award

Mayor James “Bong” Gordon Jr. extended his commendations for City Legal Officer Atty. Angelito Orozco at the flag raising ceremonies held last August 24, 2009 at the Rizal Triangle Multi-Purpose Covered Court.

This is connection with Orozco’s feat as 2009 “Most Outstanding Resident Ombudsman” given by the Association of Resident Ombudsmen in Government Agencies (AROGA-Philippines).

Atty. Orozco bagged the feat and was also elected as National Executive Vice-President of AROGA by the 228 resident ombudsmen and 104 chiefs of offices of local government units of the Philippines who convened last August 17-19, 2009 at the Grand Men Seng Hotel in Davao City .

Ombudsman Merceditas N. Gutierrez awarded the certificates of recognition to Orozco and presided the oath-taking ceremonies of the newly elected officials of AROGA.

“As a resident ombudsman, we are tasked to study systems and procedures vulnerable to corruption and make recommendations to improve them; report anomalies, irregular acts, unethical conduct or illegal activities committed by the officials and employees of the offices where they are assigned and in the gathering of evidence in the investigations of the same,” Orozco explained.

It can be recalled that Orozco also bagged the same award last year at the 1st National Convention of Resident Ombudsmen held at Baguio City. Atty. Orozco also authored the constitution and by-laws of AROGA-Philippines and served as the Executive Vice President for Luzon of the said organization.

BONGGO, tops OPM chart, again!

Olongapo Mayor James “Bong” Gordon, Jr. and his Bonggo band once again topped the OPM (Original Pilipino Music) sales chart for the period August 10-16, 2009 according to the Odyssey Music and Video sales report.

With the album, “Deep Inside My Mind,” Bonggo bested nine (9) of the country’s most-listened OPM and most-sought after recording stars including Aiza Seguerra & Willie Revillame, who could only place fifth and 7th behind Mayor Gordon his Bonggo band.

On the other hand, “Deep Inside My Mind” ranked second on the overall category besting numerous local and international albums such as “My Inspiration,” by Charice and “The Fame,” by Lady Gaga.

“The Bonggo band not only aims to entertain listeners but more importantly, we aspire to rpomote pride and loyalty to country and foster Filipino values thru the music we create,” said Mayor Gordon.

OLONGAPO FIGHTS AGAINST VAGRANCY

The city government executes its authority to protect Olongapo’s public areas from vagrants, curfew violators and other offenders that carry out illicit activities at the city’s parks, streets, and plazas. This is in line with Mayor James “Bong” Gordon, Jr. aspiration to rehabilitate these public vicinities into Olongapo’s prime tourist and recreational areas.

Spearheaded by the Parks and Plazas Management Office (PPMO) in coordination with the City Social Welfare and Development Office (CSWDO), Olongapo City Police Office (OCPO), Office of Traffic Management and Public Safety (OTMPS), Public Affairs Office (PAO) and with Brgy. West Bajac-Bajac, the composite team conducted a saturation drive in the vicinity of Rizal Avenue and at the Rizal Triangle Park and Multi-Purpose Covered Court late night of August 22, 2009.

The said pursuit apprehended thirty-six (36) wrongdoers, twenty-three (23) of which are vagrants, six (6) parking attendants, five (5) curfew violators and two (2) mentally-challenged individuals who were brought to the Olongapo City Center for Youth wherein CSWDO counselors provided appropriate counseling sessions for the group while the minors were held in custody then brought to their homes the following morning.

Accordingly, Mayor Gordon Jr. tasked the City Livelihood Cooperative and Development Office (LCDO) to involve the apprehended adults on the said office’s numerous livelihood training seminars as provision for decent and beneficial source of living.

The said saturation drive is based on the mandates of R.A 9208 otherwise known as, “An Act to Institute Policies to Eliminate Trafficking in Persons Especially Women and Children, Establishing the Necessary Institutional Mechanism for the Protection and Support of Trafficked Persons, Providing Penalties for its Violations, and for others”.

On the other hand, curfew violators are apprehended in connection with City Ordinance No. 22 Series of 1995 amended in 2002 that states that, “No minors below eighteen (18) years of age shall be allowed in streets and public places such as bars, restaurants, parks and playgrounds, amusement centers, beach resorts and similar establishments in the city of Olongapo during certain hours of the day as follows: a) Sundays to Thursdays – From 9:30 pm to 5:00 am of the following day; b) Fridays and Saturdays – From 11:00 pm to 5:00 am of the following day.”

Day care prepares for Regional Children’s Congress

Children, parents and day care workers were all amazed by the “Mystical Magical Show” held last August 21, 2009 at the Olongapo City Convention Center (OCCC) thru the efforts of the city’s Association of Day Care Workers (ADCW) in cooperation with the City Social Welfare and Development Office (CSWDO).

“This project not only aims to establish solidarity between among our day care workers and parents but also to bring together our students’ family members,” said Gene Eclarino, head of CSWDO.

As of today, a total of 55 Day Care Centers and child minding center teach and care for 2,400 children around the 17 barangays of Olongapo City.

“Olongapo is a child-friendly city not only because of the city government’s endeavor to protect the welfare of our little ones but also due to the efforts of our day care workers and parents to protect and support the rights and needs of our children,” said Mayor James “Bong” Gordon, Jr.

Meanwhile, proceeds of the said show will be used to prepare for the upcoming Regional Children’s Congress on October 30, 2009 at the Olongapo City Convention Center wherein an estimated 1,000 children and 3,000 day care workers are expected to participate.

OLONGAPO’S COMPREHENSIVE BARANGAY PROFILE WINNERS

After seven (7) months of rigid scrutiny of the seventeen (17) hard copies of comprehensive barangay profile submitted by Olongapo’s seventeen (17) barangays, City Budget Officer Marey Beth Marzan announced the winners of the ‘’Search for the Best and Most Comprehensive Barangay Profile (CBP) in Olongapo’’.

Barangay Old Cabalan emerged as the over-all winner of the competition followed by Barangay West Bajac-Bajac (1st runner-up), Barangay Barretto (2nd runner-up), Barangay New Cabalan (3rd runner-up) and Barangay Mabayuan (4th runner-up).

‘’Olongapo City is pioneering in the Comprehensive Barangay Profile implementation in the country,’’ stressed City Mayor James ‘’Bong’’ Gordon, Jr. during the awarding at the flag raising ceremonies of the city government officials and employees on August 17, 2009 at the Rizal Triangle Multi-Purpose Center.

City Mayor James ‘’Bong’’ Gordon, Jr. and Department of Interior and Local Government (DILG) City Director Eliseo de Guzman handed to Brgy. Old Cabalan Chair Basilio D. Palo and his

officials the fifteen thousand pesos (P15,000) cash award, trophy and certificate.

Barangays West Bajac-Bajac, Barretto, New Cabalan and Mabayuan received twelve thousand pesos (P12,000), ten thousand pesos (P10,000), eight thousand pesos (P8,000) and five thousand pesos (P5,000), respectively, with their trophies and certificates.

Meanwhile, the twelve (12) other barangays that didn’t make it to the top five (5) received two thousand pesos (P2,000) each, trophy and a certificate.

Representatives from the Department of Interior and Local Government (DILG), City Planning and Development Office (CPDO), City Social Welfare and Development Office (CSWDO) and City Health Office (CHO) composed the board-of-judges of the competition.

Comprehensive Barangay Profile comprises the factual basis for planning and decision making in the delivery of public service of the barangay. It provides the general characteristics, demography, social, cultural and economic dimensions, its potentials as well as its weaknesses.

Mayor Gordon signs MOU for Guam Build-Up project

To protect the welfare and advantage of Olongapeño jobseekers for the Guam Build-Up project, Mayor James “Bong” Gordon, Jr. entered into several Memorandum of Understanding (MOU) with the Philippine Association of Service Exporters, Inc. (PASEI) and credible manpower agencies last August 15, 2009 at the Subic Bay Exhibition and Convention Center (SBECC).

Representing the city government, Mayor Gordon signed MOUs with TCM International Manpower Services represented by Cristina Roque, LRC Manpower Corporation represented by Ma. Lourdes Capua, Bellestar Promotion Inc. represented by Bella Dimayuga, Goldmarc International Career Corp. represented by Manuel Arce and with Victor Fernandez for the PASEI.

“The MOU aims to promote public information for jobseekers, database development of applicant registration and eventually hiring of applicants. Thru this MOU, Olongapeño workers will not only find legitimate job opportunities but can also rely on these agencies to process and facilitate their application documents in connection with the Guam Build-Up project,” said Mayor Gordon.

Meanwhile, Mayor Gordon welcomed and accompanied Guam officials who visited the city last August 14-17, 2009. SBMA, Olongapo to host 2009 SK National Congress

The 2009 Sangguniang Kabataan (SK) National Congress will be held at the Subic Bay Exhibition and Convention Center (SBECC) on October 27-30, 2009.

Dubbed as “SK: Ako ang Pagbabago,” this year’s congress will tackle current youth issues and concerns of SK Federation and youth leaders. The SK National Congress is held yearly in compliance with the Katipunan ng Kabataan and Sangguniang Kabataan Constitution to promote the interests and welfare of the Filipino youth.

“The SK National Federation is expecting more than 5,000 participants from different parts of the country. Business establishments in the city should prepare for this event especially, the hotels, restaurants and souvenir shops,” said Mayor Gordon.

Aside from assigning concerned city department heads in connection with the said event, Mayor Gordon also clarified the issue of curfew hours being implemented in the city.

“We will not suspend the implementation of curfew hours for minors in the city during the congress, instead, special exemption from the curfew will be given to the participants,” Mayor Gordon explained.

BUSINESS CONFERENCE OPENS A WINDOW OF OPPORTUNITY
City Mayor James ‘’Bong’’ Gordon, Jr. joined some sixty (60) Russian businessmen in a dialogue with government officials and local traders during the Philippine-Russian Business Conference held at the Cebu International Convention Center (CICC) on August 7, 2009.
“A Russian developer plans to invest $80 million or about P3.76-billion, for a hotel-resort project in a thirty-six (36) hectare property in Mactan Island, where previously the Coral Reef Resort is located,’’ Mayor Gordon said during the flag raising ceremonies of city government officials and employees on August 17, 2009 at the Rizal Triangle Multi-Purpose Center.
‘’In addition to the hotel-resort project in Cebu, the company is also eyeing huge projects in the Subic Bay Freeport Zone (SBFZ) for its tropical forest paradise and another project in Camarines Sur considering its tourism potentials in the country,’’ Gordon added.

Olongapo First Lady and Zambales Vice Gov. Anne Marie Gordon, City Councilors Gina G. Perez and Edwin Piano with Business Permit and Licensing Office head Neal Perez, Tourism Office OIC head Lei Montoya, Olongapo City Convention Center administrator Marlon Bravo and Metro Olongapo Chamber of Commerce (OBC), Inc. (MCCI) chairman Samuel del Rosario and MCCI president Aurelio V. Pineda, Jr. and other business group officials attended the conference.

Also present during the assembly were President Gloria Macapagal-Arroyo, Russian Federation Chargé d’affaires Sergei Shepilov at Alexander Zusik, ang presidente ng Philippine-Russia International Development Enterprise (PRIDE), who revealed the large-scale Russian funded development projects in the country.

Meanwhile, the business conference also intends to increase the country’s trade relations with Russia, while the Russian government is seeking to invest in business-process outsourcing (BPO) and in mining.

It can be recalled that in June this year, the President and Mayor Gordon, with other top officials, made a three-day official visit to Russia coinciding with the 13th St. Petersburg International Economic Forum.

East Tapinac bagged the said award due to its exemplary accomplishments in the procedural mechanism of the LT of Katarungang Pambarangay (KP). Aside from using computerized data base for its KP, East Tapinac was the only lupon in HUC category that issues Barangay Protection Order (BPO) in compliance with RA 9262, in cases involving violence against women and children

Rita received the Gawad Kalasag recognitions for their commendable disaster risk management and preparedness programs. GEROCHE REPORTS OC’S SYSTEM OF WASTE DISPOSAL

Advocating her Zero Basura Campaign, President Gloria Macapagal Arroyo led the meeting on Climate Change held at the George Dewey Medical and Wellness Center at Subic Bay Freeport Zone (SBFZ) last August 14, 2009.

Representing Undersecretary Carlos Garcia VI for Secretary Heherson Alvarez of the Office of the Presidential Adviser on Global Warming and Climate Change (OPACC), DENR Undersecretary Al Geroche presented a study conducted by OPACC in connection with the waste management programs of local government units (LGU) in Zambales, Pampanga, Bataan.

According to the said study presented to PGMA, guests and LGU officials, unlike other towns that use open dumpsites, Olongapo operates a controlled dumpsite for it’s garbage disposal with recyclables segregated and sold to 17 junkshops in the city as also indicated by the study.

The OPACC pushes for the closure of open dumpsites because of the methane gas that these open dumpsites release to the atmosphere. Methane is a greenhouse gas that is a major contributor to climate change.

“Our CR3 or compost, reduce, re-use and recycle program aims for Zero Basura in the city. Our system is efficient and our ESMO people are diligent. If we religiously follow the CR3 steps in waste disposal, we can help lessen the effects of climate change and we can also enjoy a cleaner and pollution-free city today and in the future,” said Mayor James “Bong Gordon, Jr.

Who could imagine that a once simple inexperienced lad from Olongapo will be chosen as one of the 12 finalists in the Technical Education and Skills Development Authority (TESDA) Idol Search 2009?

Nelson P. Guzman, a former Shielded Metal Arc Welding trainee of Olongapo City’s Skills Training Center recently visited the city to personally thank Mayor James ‘’Bong’’ Gordon, Jr. for the opportunity that was given to him, placing him to where he is now. Guzman, a former fruit and ice drop vendor grew up in a shabby environment said, “Poverty is not a hindrance to success”.

He worked hard and became a TESDA certified Shielded Metal Arc welder, and now an accomplished trainer at New Era University, Pampanga.

“I congratulate Mr. Guzman for a job well done, we should always strive to reach our goals and let’s continue fighting for excellence,” Mayor Gordon said.

Coming from the different regions across the nation, the 12 finalists are competing for the National level TESDA Idol Search slated on August 25, 2009 on TESDA’s 15th anniversary.

“SHARE-A-SPARE” FOR FLOOD VICTIMS IN BOTOLAN

Mayor James “Bong” Gordon, Jr. tasked City Administrator Ferdie Magrata to lead the city’s “Share-A-Spare Program” for flood victims in Botolan.

“Department heads will designate program coordinators for their respective offices who will solicit voluntary donations from city employees and then turn-over the collected contributions to the City Social Welfare Development Office (CSWDO). The CSWDO will then facilitate the delivery of donations to beneficiaries,” Magrata explained.

“Your spare clothing, blankets, slippers, towel or canned goods will help alleviate the predicament of our unfortunate kababayans in Botolan,” said Mayor Gordon.

Share-A-Spare Program hopes to raise a lot of spares from more than a thousand of government workers that the city employs.

It can be recalled that thirteen (13) barangays of Botolan were devastated by Typhoon Kiko with thousands evacuated from their homes due to flash floods.

Eva Imingan, Eva Imingan, Master Teacher II at Nellie E. Brown Elementary School has brought pride to Olongapo City by winning as the ‘’2009 Most Outstanding Teacher of the Philippines’’.

Mayor James ‘’Bong’’ Gordon, Jr. handed over a certificate of commendation and a medal of excellence from the city government to Imingan during the flag raising ceremony recently at the Rizal Triangle Multi-Purpose Center.

Imingan has been practicing her teaching career for fifteen (15) years and had received various awards such as: Division Outstanding Master Teacher SY 2007-2008; Division Outstanding Reading Teacher SY 2007-2008; Division Outstanding Teacher SY 2005-2006; Community Service Award-West Bajac-Bajac Barangay Council, October 2007.

Out of the 173 nominations all over the Philippines only 10 teachers emerged as the ‘’Most Outstanding Teachers in the Philippines’’, and Imingan is one of them. In an interview over Subic Broadcasting Corporation dwGO Am radio, Imingan thanked Mayor Gordon, her family, the school principal and others, including her students.
“There is no better job for me than teaching, it is what I do best, it is the best job in this world because you are able to touch lives, your influence is boundless and you are always respected by everybody across all generations,” Imingan said.

The formal awarding will be on September 4, 2009. Each winner will get P300,000 cash, part of which will go to faculty development of his/her school, plus a medal and a trophy.

OLONGAPO DMO ASSISTS FLOOD VICTIMS IN BOTOLAN

The Olongapo City Disaster Management Office (DMO) was among the first rescue groups in Zambales that helped flood victims in Botolan.

Mayor James “Bong” Gordon, Jr. tasked Angelito Layug, head of DMO to send off a rescue group when the 45-meter earth dike in Botolan was breached by the heavy floods brought about by Typhoon Kiko last August 6, 2009.

“The city and its neighboring towns and provinces can always count on our help in times of emergencies,” Layug said referring to the times that DMO also assisted other areas in the country, even as far as Benguet.

According to Zambales officials, damages to infrastructure brought by Typhoon Kiko has reached P100 million and, at least P1.2 million lost in crops and livestock.

Recently, Mayor Bong Gordon, Vice Mayor Cynthia Cajudo and Livelihood Cooperative and Development Office (LCDO) head Aileen C. Sanchez led the observance of the ‘‘Gawang ‘Gapo 4th Year Anniversary’’.
In connection with the observance, a 21-day product exhibit 0f over twenty (20) exhibitors on August 10 to 31, 2009 at the Olongapo City Mall lobby featuring a wide array of products made exclusively by Olongapeños in food, novelty items, accessories and other products has been launched.
Gawang ‘Gapo is a flagship program of Mayor Gordon and Olongapo First Lady and Zambales Vice Gov. Anne Marie Gordon that aims to promote small entrepreneurship and create livelihood opportunities for the local community.

Likewise, the livelihood project aims to make local and foreign tourists, alike, patronize products that are proudly made in Olongapo by Olongapeños.

“Hindi lamang Pilipinas ang nasalanta ng mga bagyo kundi pati na rin ang ibang bansa katulad ng China kung saan umabot sa isang milyon ang residenteng nasalanta at lumikas dahil sa bagyong Morakot at nagdulot ng isa sa pinakamalaking baha sa Taiwan ngayon,” paliwanag ni Mayor Gordon,” Mayor Gordon explained.

The Olongapo City Disaster Management Office (DMO) reminds the following guidelines when typhoons occur:

Be calm and stay at home;
Monitor weather news and updates;
Clear the streets from unnecessary road blocks in case of emergencies;
Avoid flood and landslide prone areas;
Reserve extra food, medicines, clothes, drinking water and first aid kits;
In case of floods, turn off the electric main switch in your homes;
Make sure that important things like appliances and personal documents are safe from flood water and rains;
Avoid low level areas, rivers, seaside, and mountainous areas. Typhoons may cause landslides, mudslides or rockslides that may be dangerous to lives and properties;
Do not cross on flooded areas or rivers;
Do not use wet or washed out electric appliances or gasoline-operated equipment;
Keep the phone lines open to facilitate rescue and communication in times of emergencies.

MAYOR GORDON APPRECIATES NGO PARTICIPATION IN COMMUNITY SERVICE

This is in connection with the timely assistance rendered by the said organization to the flood victims of Botolon, Zambales, where some barangays were submerged in water after a portion of the earth-dike gave way due to the heavy rains brought by Typhoon Kiko last week.

“I am very glad that a group like the Masons assists the community in times of emergencies,” said Mayor Gordon.

20 OLONGAPEÑOS FINISH 1st BATCH OF GERMAN LANGUAGE TRAINING

After one and a half (1 ½) months of German Language training, twenty (20) Olongapeños has finally completed the course.

The German Language training, a brainchild of Mayor Gordon earned good feedback and comments from the graduates. “I am proud of myself now that I have more than two spoken languages, aside from Tagalog and English,” said Jocelyn Cruz, one of the graduates.

“I thank Mayor Gordon and Ms. Sanchez for this opportunity and I’d like to encourage my fellow Olongapeños to try the various trainings being offered in the Skills Training Center,” said Zha-zha Cristine Bernabe, another graduate.

This is just one of the various skills training that the city government has put up to increase the chances of Olongapenos to land decent and acceptable jobs. “Our skills trainings have made some of our fellow Olongapeño excel in their chosen field,” Mayor James Gordon, Jr. said.

In an interview over dwGO am radio with Reggie Sanchez, German language instructress, she said that she was overwhelmed with the warm response of the students. She added that enthusiasm and motivation to learn manifested in them. Sanchez who lived in Germany for 24 years added that she got more surprised after knowing that the second batch of trainees, which began classes on August 12, has jumped to sixty (60).

The graduates of the German language training now have better chances to be hired as call center agents as soon as the Europhil Company opens at Subic Bay Freeport Zone (SBFZ).

“I am very proud to announce that Olongapo City is now a Hall of Fame Awardee of the Regional Gawad Kalasag,” Mayor Gordon expressed, in relation to the Plaque of Recognition received by the city at Camp Olivas on July 28, 2009.

The Regional Gawad Kalasag is given yearly to local government units for exemplary disaster risk preparedness and management. Olongapo City garnered the award for three consecutive years. The win earned for Olongapo City the right to represent Region 3 in the national level of the Gawad Kalasag Awards.

Aside from the recognition, the Olongapo City Fire Rescue Team (OCFRT) also received a Certificate of Appreciation for the group’s assistance in the Search and Rescue/Recovery Operations of trapped miners in Itogon, Benguet.

Highlight of the celebration was the recognition ceremony and mass blood donation of more than three hundred (300) donors from different barangays, companies and institutions in Olongapo and the Subic Bay Freeport Zone (SBFZ).
The celebration is to acknowledge volunteers who continuously respond to the increasing demand for blood donations in the country which has been observed to have increased in the past three (3) years.

The Sangguniang Panlungsod of Olongapo recently passed Resolution No. 94 (series of 2009) entitled, ‘’A Resolution Authorizing City Mayor James Gordon, Jr. to Accept and Receive the Vehicle Donated by the United Nations Population Fund (UNFPA) to the City of Olongapo for Use in the Implementation of the 6th Country Program on Population Strategy’’.

On motion of City Councilor Elena C. Dabu, co-sponsored by City Councilors Gina G. Perez, Rodel S. Cerezo, Edwin J. Piano, Angelito W. Baloy, Aquilino Y. Cortez, Jr., Anselmo A. Aquino, Jonathan G. 400 MORE OLONGAPEÑOS RECEIVE PHILHEATH CARDS

Four hundred (400) more beneficiaries received Philhealth Indigent cards from the city government at the mini-program held at the lobby of Olongapo City Hall last July 22, 2009, led by Mayor James “Bong” Gordon, Jr.

Recipients of the said assistance and their qualified dependents will be able to use their cards in aid of healthcare expenses until the 15th of April 2010. Said distribution was the 4th part of the series of allocation for 2009 and one to many batches of allotment for the last years wherein thousands of families already benefitted.

“Thru the initiative of Mayor Gordon, the hospitalization expenses of the grantees and of their dependents in times of need will be less worrisome because of this healthcare insurance in coordination with James L. Immediate dependents of active Overseas Workers Welfare Administration (OWWA) members will have more opportunities to educational assistance with the Skill-for-Employment Scholarship Program or SESP for Overseas Filipino Workers (OFW) dependents.

An unmarried brother or sister aged 21 and below of unmarried OFWs and spouse or child below 21 years of age of married OFW, who is at least elementary graduate and is a Filipino citizen can apply to this scholarship,” according to Public Employment Service Office head, Evelyn delos Santos.

Qualified SESP scholars may avail of any identified in-demand technical-vocational (tech-voc) programs not exceeding 1 year in duration. However, a scholar may be allowed to enroll in a 2-year vocational course providing that OWWAs financial assistance will only be limited to a maximum of P14, 500, both for a 2-year or one year tech-voc courses.

Among the courses that a qualified applicant may choose from are the following:

1. Caregiver, Medical Transcriptionist course or other
related courses to health, social and community services.
2. Machine/Lather Operator
3.All technician/Mechanic/Electrical and electronic courses

Presidential Executive Order No. 137 has designated July as National Disaster Consciousness Month (NDCM) in order to heighten public awareness on the importance of disaster prevention, mitigation and preparedness.
“The Philippines is one of the countries in Asia that is highly susceptible to natural calamities, that is why in Olongapo we make sure we are always prepared in the event of typhoons, floods, earthquakes, landslides and volcanic eruptions, and aims towards attaining zero casualty,” Mayor James Gordon, Jr. said during the flag raising ceremony recently.
In keeping with this year's theme, "Pag Alerto, Malayo sa Peligro," the City government lined up activities such as the kick off ceremony which included the peace and order parade and a nationwide earthquake drill held on July 21, 2009 where local government units, government agencies, private and public schools participated in. Public schools in Brgy. Sta. Rita were considered pilot areas in the conduct of the drill hosted by the Olongapo City Disaster Coordinating Council.
“The drill aims to prepare the public on what to do in case of earthquakes and possible scenarios during the incident,” DMO Head Angie Layug said.

Information and Education advocacies and campaigns were also conducted with the help of the members of OCDCC. These were done through press releases and radio interviews.
Other activities which have been identified are capability demonstration and the basic life support training for Bureau of Fire Protection personnel conducted by the city’s Swiss experts visiting the city, namely Christian Hauswirth and Christian deCorvet .
All national government agencies, local government units, non-government organizations and the private sector, media, academe and other stakeholders working towards the promotion of social welfare, human security and environmental protection are participating in the month-long observance.

OLONGAPO CITY IS FOR ANTI-CHILD PORNOGRAPHY BILL

In the bid to strengthen measures against pornography involving children in Olongapo, Mayor James ‘’Bong’’ Gordon, Jr. recently signed a resolution passed by the city council supporting the stand of Senators Richard Gordon, Loren Legarda, Jamby Madrigal, Francis ‘Chiz’ Escudero, Juan Miguel Zubiri, Lito Lapid and Ramon Revilla, Jr. on Senate Bill No. 2317.

“Women sensitivity and children’s welfare and issues are among the many utmost priority of the city,’’ Mayor Bong Gordon stressed.

On the unanimous accord of the members of the Sangguniang Panlungsod passed Resolution No. 83 (series of 2009) entitled, ‘’A Resolution Supporting the Passage of Senate Bill No. 2317 Otherwise Known as, ‘An Act Prohibiting Child Pornography Imposing Penalties for the Commission Thereof and for Other Purposes.”

Recorded cases in the country show that children ages twelve (12) to seventeen (17) years old are common prey for pornographic exploitation. However, reports involving victims even younger than age five (5) is growing at an extremely alarming rate.

This, with the backdrop of poverty, sex trade and sex tourism, trafficking and especially with evolving advanced technology and globalization, persuaded the city council to come up with the resolution.
The resolution aims to protect children from any form of sexual exploitation and pornography, which could also come from among the children’s family and relatives.

OLONGAPO’S LAROLYMPICS 2009 A SUCCESS

More than five (500) hundred children from the seventeen (17) barangays of Olongapo aged seven (7) to ten (10) in the Chikiting Category and eleven (11) to fifteen (15) in the Bagets Caterogy competed in Patintero, Piko and Tumbang Preso at Rizal Triangle Multi-Purpose Center on July 17 and 18, 2009 in the first ever Larolympics. The event was a joint effort of the city and Anak TV Foundation.

Mayor James ‘’Bong’’ Gordon, Jr. led the awarding of winners in the elimination and the championship round assisted by Anak TV Foundation President and IBC-13 President Bob del Rosario, RPN-9 Assistant General Manager Edith del Rosario, Sangguniang Kabataan (SK) Federation President Cheenee Hoya and City Councilor Rodel Cerezo.

Anak TV Foundation Secretary General Mag Cruz Hatol, Arn-Arn of GMA 7’s Unang Hirit and national media from IBC-13, RPN-9, NBN-4 and Manila Bulletin graced the event and witnessed the Championship Games.

"Larolympics" came from the word "larong Pinoy" and "Olympics", a tournament which features traditional games such as Piko, Tumbang Preso and Patintero.

Anak TV Foundation decided to put some ‘twist’ in the games, for instance, in Patintero, the lines used were inscribed with children’s rights, as though they are protecting them while the tin can used in Tumbang Preso bear drawings of drugs, cigarettes and alcohol which the participants have to turn down or resist.

BACCALAUREATE SCHOLARSHIP FOR OFW DEPENDENTS

“ Because the Overseas Filipino Workers (OFW’s) are our modern-day heroes, bringing in dollar revenues that elevate the economic status of the nation and sacrificing and working hard to fend for their families, their dependents deserve no less than the best assistance the government could provide,” said Mayor James Gordon Jr. in connection with the EDSP project of Department of Labor and Employment (DOLE).

The EDSP or Education for Development Scholarship Program is a financial subsidy for the immediate dependents of active OFW’s who intend to pursue courses leading to baccalaureate degrees or four-year courses. Scholarship privileges include allowance and tuition and other school fees amounting to P 30,000.00.

Possible awardees will be selected on the basis of their performance in the National Examination administered by the Department of Science and Technology (DOST)-Science Education Institute.

Limited to one scholarship grant per OFW family, applicant must:

Be a child of an active OFW below 21 years of age
Be a Filipino citizen and with no pending application for citizenship in any country and does not have dual citizenship
Be of good moral character
Have not earned units in any post secondary/undergraduate course
Be a high graduate
Not be a recipient of any scholarship grant

Olongapo applicants will be referred by the Olongapo City Public Employment Service Office (PESO) to DOLE and deadline of submission of application and documentary requirements will be on August 31, 2009.

Family members of Olongapeño Overseas Filipino Workers (OFW’s) are now being called to join and nominate their families to the Regional Search for Model OFW Family of the Year (MOFYA)2009.

“We are encouraging Olongapeños to nominate model OFW families because this program recognizes the vital role of OFW’s not only to the socio-economic welfare of their families but to nation-building as well,” said Mayor James Gordon Jr.

“MOFYA is spearheaded by the Overseas Workers Welfare Administration (OWWA) and the Department of Labor and Employment (DOLE) in coordination with different Public Employment Service Offices (PESO) in the region. The search does not only honor model OFW families but also inspires Filipinos that economic challenges nor distance between family members are not obstacles to family success,” Evelyn delos Santos, head of Olongapo PESO, conveyed.

Prospective nominees must have a family member who has worked overseas for at least four (4) years, either active OFW or a returnee in a sea-based or land-based company abroad.

GAWAD KALASAG EVALUATING TEAM IN OLONGAPO

The 2009 Gawad Kalasag Evaluating Team arrived in Olongapo City on July 13, 2009 to assess the programs, projects and activities related to disaster risk reduction and mitigation, preparedness and response of the city government.

This is in connection with the city's nomination for the prestigious 2009 Gawad Kalasag City Disaster Coordinating Council Awards under the Highly Urbanized City category sponsored by the National Disaster Coordinating Council (NDCC).

“As a leader of this city, it is my responsibility to consistently ensure the preparedness of my fellow Olongapeños whenever disasters come our way. We do not want to experience lost of properties and lives, as well,” Mayor James Gordon, Jr. said.

He added that “being nominated to the top three contenders is already a great honor for the city government and winning the top plum in the Gawad Kalasag-Best CDCC is now our main goal.”

The national validating team was composed of Andres Drexel Roque of League of Cities in the Philippines; Charmaine Villanueva of PhiVolcs and Regina Marino of Office of Civil Defense (OCD).

During the team's visit, members of the Olongapo City Disaster Coordinating Council (OCDCC) and Disaster Management Office (DMO) through Angelito Layug presented a powerpoint presentation of the city’s programs and activities for preparedness, mitigation, response and rehabilitation in case of disaster strikes. The City Planning and Development Office also presented the Community-Based Monitoring System of the city to the evaluating team.

The validation and documents submitted by the city regarding its programs and projects for the said nomination will largely affect the city's standing. As winner in the regional level, Olongapo City is competing in the national level with the rest of Highly Urbanized Cities in the Philippines such as Makati and Legaspi .

Meanwhile, Olongapo Cityh was been recently cited as a Hall of Famer as the Best City Disaster Coordinating Council in Region III. The Hall of Famer Award in Region III will be handed over to the city on July 28, 2009 in Malacañang.

“Lakbay-Aral in Olongapo”

Olongapo City Mayor James “Bong” Gordon, Jr. and the City Tourism Office gave a warm welcome to the Municipal Officials of Paranas, Samar who visited the city recently to learn about its current programs and practices through “Lakbay-Aral.”.

Paranas town Mayor Felix Babalcon led the delegation in the day-long activity which included a tour around Olongapo.

“We’d like to know what’s behind the City’s motto “Fighting for Excellence” and why it has been acknowledged a Most Competitive City in the Philippines.

The visitors from Paranas, a small town in Samar province with a population of 27,926 (2000 census) toured the City’s primary attractions including the City Museum, Olongapo City Convention Center, Olongapo City Hall, East Bajac-Bajac Public Market and Ramon Magsaysay (RM) Drive.

Aside from the transfer of information, Lakbay-Aral also boosts Tourism in the participating hosts locality.

“GAPO’s Defensive Driving Seminar”

Another Batch of Public Utility Vehicle (PUV) drivers attended the Defensive Driving Seminar regularly conducted in the City of Olongapo on orders of Mayor James “Bong” Gordon, Jr. through the Office of Traffic Management & Public Safety (OTMPS).

OTMPS Head Col. Jose A. Aquino led the facilitators which included Robert G. Gregorio, Special Operation/Assistant Training Officer and Allan P. Dancel, Deputy for Operation/ Training Officer.

The seminar aims to inform Drivers of Public Utility Vehicles in Olongapo on the Do’s and Don’ts in driving. This includes discipline, proper wearing of uniforms and correct fares to charge passengers.

New City Ordinances to improve traffic management in the City were also discussed in the seminar, such as City Ordinance No. 32 Series of 1983 or the Ordinance Providing for the Comprehensive Zoning Regulation for the City of Olongapo.

The City of Olongapo is conducting Seminars for Drivers to ensure the safety of the riding public. It is also an opportunity for the Drivers and OTMPS personnel to communicate for the improvement of the flow of Traffic in the City.

Mayor Gordon discussed the steps being taken by the city to resolve traffic problems. This includes plans to construct overpasses near schools, markets, malls and churches.

Two Hundred (200) Persons with Disability received their Identification cards (I.Ds) from the Office of Persons with Disability Affairs (OPDA) recently.

Also distributed were Purchase Cards that they can use to avail of discounts on medicine, transportation, goods and other services.

In connection with this, an election of Officers of the Tindahan Natin Operators, NFA Benefeciaries, Olongapo City was held. The group is the lead organization in the distribution of NFA Rice for PWDs. Elected president was Gloria Gaspar, an active member of OPDA.

Mayor James “Bong” Gordon, Jr. congratulated the elected officers of the Organization. He also encouraged the PWDs to contribute in the development of the City. This includes helping in maintaining the cleanliness that would surely boost tourism in the City. “May we have fruitful years for PWDs in Olongapo” Gordon added.
