400 MORE OLONGAPEÑOS RECEIVE PHILHEATH CARDS


Four hundred (400) more beneficiaries received Philhealth Indigent cards from the city government at the mini-program held at the lobby of Olongapo City Hall last July 22, 2009, led by Mayor James “Bong” Gordon, Jr.

Recipients of the said assistance and their qualified dependents will be able to use their cards in aid of healthcare expenses until the 15th of April 2010. Said distribution was the 4th part of the series of allocation for 2009 and one to many batches of allotment for the last years wherein thousands of families already benefitted.

“Thru the initiative of Mayor Gordon, the hospitalization expenses of the grantees and of their dependents in times of need will be less worrisome because of this healthcare insurance in coordination with James L. Gordon Memorial Hospital (JLGMH),’’ explained Lino Jose, in-charge of the city’s Philhealth Indigent project.

Meanwhile, the city government is set to grant more indigent cards to underprivileged individuals in the coming months.

SKILLS FOR EMPLOYMENT, SCHOLARSHIP PROGRAM FOR OFW DEPENDENTS

Immediate dependents of active Overseas Workers Welfare Administration (OWWA) members will have more opportunities to educational assistance with the Skill-for-Employment Scholarship Program or SESP for Overseas Filipino Workers (OFW) dependents.

An unmarried brother or sister aged 21 and below of unmarried OFWs and spouse or child below 21 years of age of married OFW, who is at least elementary graduate and is a Filipino citizen can apply to this scholarship,” according to Public Employment Service Office head, Evelyn delos Santos.

Qualified SESP scholars may avail of any identified in-demand technical-vocational (tech-voc) programs not exceeding 1 year in duration. However, a scholar may be allowed to enroll in a 2-year vocational course providing that OWWAs financial assistance will only be limited to a maximum of P14, 500, both for a 2-year or one year tech-voc courses.

Among the courses that a qualified applicant may choose from are the following:

1. Caregiver, Medical Transcriptionist course or other
related courses to health, social and community services.
2. Machine/Lather Operator
3.All technician/Mechanic/Electrical and electronic courses
4. Information Technology courses (IT):
Software/Computer Programmer, Personal Computer
(PC) Operation and PC Technician
5. Tourism and Hotel Management Courses such as
Housekeeping Course, Food and Beverage Service,
Commercial Cooking, Baking/Pastry Production, Front
Office Service and Bartending

SESP scholars may enroll to any OWWA partner institutions such as Technical Education and Skills Development Authority (TESDA) or any accredited OWWA schools or institutions.

As of today, deserving Olongapeño OFW dependents have already received the financial assistance from SESP and are enrolled in different learning institutions in the city.

Interested applicants may visit the Olongapo City PESO at the ground floor of Olongapo City Hall for referrals and documentary requirements.

SPECIAL RECRUITMENT ACTIVITY (SRA) FOR CALL CENTER ASPIRANTS

Olongapeño call center hopefuls are invited to present their abilities and skills in customer service at the Special Recruitment Activity (SRA) to be held on August 3, 2009 at the Olongapo City Convention Center, 9:00 to 5:00 pm.

Made possible thru the efforts of the city government of Olongapo and of Global Sutherland Services, this SRA will provide competitive employment opportunities to qualified applicants.

Sutherland Global Services is an American Business Process Outsourcing Company (BPO), employing over 18,000 workers across 19 delivery centers based in 19 different countries. In the Philippines, the BPO company has operations in Makati and is now expanding to other areas including to Clark and Tarlac, vicinities that are now very accessible to Olongapeño workers thru the Subic Clark Tarlac Expressway (SCTEX).

“The call center industry today generates thousands of jobs to Filipinos and it also provides above-average salaries and benefits to its employees,” said Mayor James ‘’Bong’’ Gordon, Jr.

According to the Department of Labor and Employment or DOLE, that as of 2006, the Bureau of Investments estimated that there were about 112,000 people working in call centers in the country which brought in more than $1 billion in revenues in 2005.

JULY IS NATIONAL DISASTER CONSCIOUSNESS MONTH

Presidential Executive Order No. 137 has designated July as National Disaster Consciousness Month (NDCM) in order to heighten public awareness on the importance of disaster prevention, mitigation and preparedness.
“The Philippines is one of the countries in Asia that is highly susceptible to natural calamities, that is why in Olongapo we make sure we are always prepared in the event of typhoons, floods, earthquakes, landslides and volcanic eruptions, and aims towards attaining zero casualty,” Mayor James Gordon, Jr. said during the flag raising ceremony recently.
In keeping with this year's theme, "Pag Alerto, Malayo sa Peligro," the City government lined up activities such as the kick off ceremony which included the peace and order parade and a nationwide earthquake drill held on July 21, 2009 where local government units, government agencies, private and public schools participated in. Public schools in Brgy. Sta. Rita were considered pilot areas in the conduct of the drill hosted by the Olongapo City Disaster Coordinating Council.
“The drill aims to prepare the public on what to do in case of earthquakes and possible scenarios during the incident,” DMO Head Angie Layug said.


Information and Education advocacies and campaigns were also conducted with the help of the members of OCDCC. These were done through press releases and radio interviews.
Other activities which have been identified are capability demonstration and the basic life support training for Bureau of Fire Protection personnel conducted by the city’s Swiss experts visiting the city, namely Christian Hauswirth and Christian deCorvet .
All national government agencies, local government units, non-government organizations and the private sector, media, academe and other stakeholders working towards the promotion of social welfare, human security and environmental protection are participating in the month-long observance.

OLONGAPO CITY IS FOR ANTI-CHILD PORNOGRAPHY BILL

In the bid to strengthen measures against pornography involving children in Olongapo, Mayor James ‘’Bong’’ Gordon, Jr. recently signed a resolution passed by the city council supporting the stand of Senators Richard Gordon, Loren Legarda, Jamby Madrigal, Francis ‘Chiz’ Escudero, Juan Miguel Zubiri, Lito Lapid and Ramon Revilla, Jr. on Senate Bill No. 2317.

“Women sensitivity and children’s welfare and issues are among the many utmost priority of the city,’’ Mayor Bong Gordon stressed.

On the unanimous accord of the members of the Sangguniang Panlungsod passed Resolution No. 83 (series of 2009) entitled, ‘’A Resolution Supporting the Passage of Senate Bill No. 2317 Otherwise Known as, ‘An Act Prohibiting Child Pornography Imposing Penalties for the Commission Thereof and for Other Purposes.”

Recorded cases in the country show that children ages twelve (12) to seventeen (17) years old are common prey for pornographic exploitation. However, reports involving victims even younger than age five (5) is growing at an extremely alarming rate.

This, with the backdrop of poverty, sex trade and sex tourism, trafficking and especially with evolving advanced technology and globalization, persuaded the city council to come up with the resolution.
The resolution aims to protect children from any form of sexual exploitation and pornography, which could also come from among the children’s family and relatives.

OLONGAPO’S LAROLYMPICS 2009 A SUCCESS


More than five (500) hundred children from the seventeen (17) barangays of Olongapo aged seven (7) to ten (10) in the Chikiting Category and eleven (11) to fifteen (15) in the Bagets Caterogy competed in Patintero, Piko and Tumbang Preso at Rizal Triangle Multi-Purpose Center on July 17 and 18, 2009 in the first ever Larolympics. The event was a joint effort of the city and Anak TV Foundation.

Mayor James ‘’Bong’’ Gordon, Jr. led the awarding of winners in the elimination and the championship round assisted by Anak TV Foundation President and IBC-13 President Bob del Rosario, RPN-9 Assistant General Manager Edith del Rosario, Sangguniang Kabataan (SK) Federation President Cheenee Hoya and City Councilor Rodel Cerezo.

The winning teams earned the right to compete with Makati, Marikina, Bacolod, Baguio, Iloilo, Quezon
City, Cebu, Tuguegarao and Iligan City at the national level on August 2009.

Anak TV Foundation Secretary General Mag Cruz Hatol, Arn-Arn of GMA 7’s Unang Hirit and national media from IBC-13, RPN-9, NBN-4 and Manila Bulletin graced the event and witnessed the Championship Games.

"Larolympics" came from the word "larong Pinoy" and "Olympics", a tournament which features traditional games such as Piko, Tumbang Preso and Patintero.

Anak TV Foundation decided to put some ‘twist’ in the games, for instance, in Patintero, the lines used were inscribed with children’s rights, as though they are protecting them while the tin can used in Tumbang Preso bear drawings of drugs, cigarettes and alcohol which the participants have to turn down or resist.

SKILLS REGISTRATION: STEPLADDER TO BETTER JOB OPPORTUNITIES

With the objective to provide equal and better employment opportunities to Olongapeños, the Olongapo City Public Employment Service Office (PESO) in cooperation with WOW Card Inc. is conducting a City-Wide Skills Inventory Registration at the Rizal Triangle Multi-Purpose Covered Court on July 26, 2009, 9:00 to 3:00 pm.

“Various jobs from different companies locally and abroad await jobseekers who will match the qualifications needed by employers while registrants who fell short of the required skills will still have the advantage of having their files encoded with our job bank for future reference and job-matching for upcoming job opportunities,” Evelyn delos Santos, head of the PESO, explained.

“We encouraged jobseekers and workers aged 18 and above to join this program because enlisting their skills and expertise will be their stepladder to better job opportunities in the future,” said Mayor James Gordon, Jr.

BACCALAUREATE SCHOLARSHIP FOR OFW DEPENDENTS

“ Because the Overseas Filipino Workers (OFW’s) are our modern-day heroes, bringing in dollar revenues that elevate the economic status of the nation and sacrificing and working hard to fend for their families, their dependents deserve no less than the best assistance the government could provide,” said Mayor James Gordon Jr. in connection with the EDSP project of Department of Labor and Employment (DOLE).

The EDSP or Education for Development Scholarship Program is a financial subsidy for the immediate dependents of active OFW’s who intend to pursue courses leading to baccalaureate degrees or four-year courses. Scholarship privileges include allowance and tuition and other school fees amounting to P 30,000.00.

Possible awardees will be selected on the basis of their performance in the National Examination administered by the Department of Science and Technology (DOST)-Science Education Institute.


Limited to one scholarship grant per OFW family, applicant must:

Be a child of an active OFW below 21 years of age
Be a Filipino citizen and with no pending application for citizenship in any country and does not have dual citizenship
Be of good moral character
Have not earned units in any post secondary/undergraduate course
Be a high graduate
Not be a recipient of any scholarship grant

Olongapo applicants will be referred by the Olongapo City Public Employment Service Office (PESO) to DOLE and deadline of submission of application and documentary requirements will be on August 31, 2009.

REGIONAL SEARCH FOR MODEL OFW FAMILY OF THE YEAR 2009

Family members of Olongapeño Overseas Filipino Workers (OFW’s) are now being called to join and nominate their families to the Regional Search for Model OFW Family of the Year (MOFYA)2009.

“We are encouraging Olongapeños to nominate model OFW families because this program recognizes the vital role of OFW’s not only to the socio-economic welfare of their families but to nation-building as well,” said Mayor James Gordon Jr.

“MOFYA is spearheaded by the Overseas Workers Welfare Administration (OWWA) and the Department of Labor and Employment (DOLE) in coordination with different Public Employment Service Offices (PESO) in the region. The search does not only honor model OFW families but also inspires Filipinos that economic challenges nor distance between family members are not obstacles to family success,” Evelyn delos Santos, head of Olongapo PESO, conveyed.

Prospective nominees must have a family member who has worked overseas for at least four (4) years, either active OFW or a returnee in a sea-based or land-based company abroad.

2009 City Fiesta


Olongapo City First Lady and Zambales Vice-Governor Anne Marie Gordon presides in the organizational meeting recently of the 2009 City Fiesta Executive Committee Chair (Execom).

GAWAD KALASAG EVALUATING TEAM IN OLONGAPO


The 2009 Gawad Kalasag Evaluating Team arrived in Olongapo City on July 13, 2009 to assess the programs, projects and activities related to disaster risk reduction and mitigation, preparedness and response of the city government.

This is in connection with the city's nomination for the prestigious 2009 Gawad Kalasag City Disaster Coordinating Council Awards under the Highly Urbanized City category sponsored by the National Disaster Coordinating Council (NDCC).

“As a leader of this city, it is my responsibility to consistently ensure the preparedness of my fellow Olongapeños whenever disasters come our way. We do not want to experience lost of properties and lives, as well,” Mayor James Gordon, Jr. said.

He added that “being nominated to the top three contenders is already a great honor for the city government and winning the top plum in the Gawad Kalasag-Best CDCC is now our main goal.”




The national validating team was composed of Andres Drexel Roque of League of Cities in the Philippines; Charmaine Villanueva of PhiVolcs and Regina Marino of Office of Civil Defense (OCD).

During the team's visit, members of the Olongapo City Disaster Coordinating Council (OCDCC) and Disaster Management Office (DMO) through Angelito Layug presented a powerpoint presentation of the city’s programs and activities for preparedness, mitigation, response and rehabilitation in case of disaster strikes. The City Planning and Development Office also presented the Community-Based Monitoring System of the city to the evaluating team.

The validation and documents submitted by the city regarding its programs and projects for the said nomination will largely affect the city's standing. As winner in the regional level, Olongapo City is competing in the national level with the rest of Highly Urbanized Cities in the Philippines such as Makati and Legaspi .

Meanwhile, Olongapo Cityh was been recently cited as a Hall of Famer as the Best City Disaster Coordinating Council in Region III. The Hall of Famer Award in Region III will be handed over to the city on July 28, 2009 in Malacañang.

“Lakbay-Aral in Olongapo”

Olongapo City Mayor James “Bong” Gordon, Jr. and the City Tourism Office gave a warm welcome to the Municipal Officials of Paranas, Samar who visited the city recently to learn about its current programs and practices through “Lakbay-Aral.”.

Paranas town Mayor Felix Babalcon led the delegation in the day-long activity which included a tour around Olongapo.

“We’d like to know what’s behind the City’s motto “Fighting for Excellence” and why it has been acknowledged a Most Competitive City in the Philippines.

The visitors from Paranas, a small town in Samar province with a population of 27,926 (2000 census) toured the City’s primary attractions including the City Museum, Olongapo City Convention Center, Olongapo City Hall, East Bajac-Bajac Public Market and Ramon Magsaysay (RM) Drive.

Aside from the transfer of information, Lakbay-Aral also boosts Tourism in the participating hosts locality.

“GAPO’s Defensive Driving Seminar”

Another Batch of Public Utility Vehicle (PUV) drivers attended the Defensive Driving Seminar regularly conducted in the City of Olongapo on orders of Mayor James “Bong” Gordon, Jr. through the Office of Traffic Management & Public Safety (OTMPS).

OTMPS Head Col. Jose A. Aquino led the facilitators which included Robert G. Gregorio, Special Operation/Assistant Training Officer and Allan P. Dancel, Deputy for Operation/ Training Officer.

The seminar aims to inform Drivers of Public Utility Vehicles in Olongapo on the Do’s and Don’ts in driving. This includes discipline, proper wearing of uniforms and correct fares to charge passengers.

New City Ordinances to improve traffic management in the City were also discussed in the seminar, such as City Ordinance No. 32 Series of 1983 or the Ordinance Providing for the Comprehensive Zoning Regulation for the City of Olongapo.

The City of Olongapo is conducting Seminars for Drivers to ensure the safety of the riding public. It is also an opportunity for the Drivers and OTMPS personnel to communicate for the improvement of the flow of Traffic in the City.

Mayor Gordon discussed the steps being taken by the city to resolve traffic problems. This includes plans to construct overpasses near schools, markets, malls and churches.

“PWDs I.Ds”


Two Hundred (200) Persons with Disability received their Identification cards (I.Ds) from the Office of Persons with Disability Affairs (OPDA) recently.

Also distributed were Purchase Cards that they can use to avail of discounts on medicine, transportation, goods and other services.

In connection with this, an election of Officers of the Tindahan Natin Operators, NFA Benefeciaries, Olongapo City was held. The group is the lead organization in the distribution of NFA Rice for PWDs. Elected president was Gloria Gaspar, an active member of OPDA.

Mayor James “Bong” Gordon, Jr. congratulated the elected officers of the Organization. He also encouraged the PWDs to contribute in the development of the City. This includes helping in maintaining the cleanliness that would surely boost tourism in the City. “May we have fruitful years for PWDs in Olongapo” Gordon added.

GAPO LAUNCHES MEN OPPOSED TO VAW EVERYWHERE (MOVE)


The City Social Welfare and Development Office has spearheaded the launching of Men Opposed to Violence Against Women Everywhere (MOVE), an organization in Olongapo City of men who are advocates of violence against women and commenced in partnership with joint local Inter-Agency Council for Anti-trafficking and Violence Against Women, Women’s Council and other programs.

“ We make a difference here in Olongapo, and I’d like to congratulate the men of our city in pursuit to eradicate gender violence and discrimination,” Mayor James Gordon, Jr. said during the flag raising ceremony on Monday, July 13, 2009.

MOVE is an organization of principled men from various sectors of society whose primary aim is to actively contribute to the advocacy to eliminate Violence Against Women (VAW) everywhere. For the past two years, MOVE has participated in a number of advocacy activities, both local and international, initiated capacity building undertakings, established its organizational structure and internal mechanisms and formulated its plan of action.

“We are encouraging men to join and be a part of this organization, let us show that Olongapo City is a place where women can live in a violence-free environment,” CSWDO head Gene Eclarino said.




It can be recalled that the Center for Women of Olongapo City is the first city government-run women’s center in Region 3. This was constructed in response to the spirit of Republic Act 9262 or Anti-Violence Agaisnt Women and their Children.

“Training Center receives 10 Units of PC”


Ten (10) units of computers were turned-over to the Olongapo City Training Center by Bagumbayan-a volunteer organization headed by Senator Dick Gordon which primarily aims to lend a helping hand to Filipinos who are in-need.

These computers will be used for call center trainings, basic computer trainings and for online registration of applicants for abroad, including Guam.

“We are very thankful to receive these equipment, this would surely make our work fast and efficient” City Councilor Edwin Piano, the Director of the Olongapo City Skills Training Center said. “We assure Olongapeños that we will continue to help them find jobs despite the global financial crisis”, he added.

Olongapo City Mayor James “Bong” Gordon is working vigorously to fight unemployment in the city. “We are conducting seminars and skills training for Olongapeños to increase their chances of getting hired”, he said. “We are also encouraging investors to put up businesses in the City, because investments mean jobs for our people”, he added.
The Olongapo Skills Training Center is continuously organizing trainings for welding, housekeeping and other trainings that can help the people of Olongapo to learn skills for future employment or even for own businesses.

“CITY BAND to attract Tourists”

As a part of the effort to boost tourism in the City of Olongapo, Mayor James “Bong” Gordon, Jr. organized the Olongapo City Marching Band (OCMB).

This consist of teenagers from Olongapo with ages 13 to 19, who had no idea on how to play instruments from the start. “They have zero knowledge when we started the OCMB but in two months time, we were able to teach them on how to play instruments and even on how to read notes” said Marlon Bravo, the OCMB Coordinator. These youngsters are now beneficiaries of scholarships from the City.

The Olongapo City Marching Band recently participated in the Peace and Order Parade, Independence Day and other programs and events in the city.

Mayor James “Bong” Gordon, Jr. is determined to improve the state of Tourism in the City. “This would attract investors and eventually create jobs for Olongapeños” Gordon added.

“200 Olongapeño Call Center Agents”

As a result of the efforts of Olongapo City Mayor James “Bong” Gordon on skills trainings and job fairs being conducted by call center companies, the Sutherland Global Services will be hiring another 200 call center agents from the City.

“We are overwhelmed by the assistance being given to us by the City Government of Olongapo that’s why we decided to hire Olongapeños again” said Gary Navida, a representative from Sutherland. “We also have plans on establishing a call center here”, he added. The company also decided to hire Olongapeños because of their impressive performance and dedication to the company.

Mayor James “Bong” Gordon has tasked the Olongapo City Skills Training Center (OCSTC) and the City’s Public Employment Service Office(PESO) to facilitate trainings and job fairs to assure that Olongapeños would be well-informed and well-equipped on their job search.

“This is only one of Mayor Gordon’s programs to fight unemployment in the city due to the Global Financial Crisis” City Councilor Edwin Piano, director of the Olongapo City Skills Training Center said.

“LarOlympics: Enriching the Filipino in Us”

The City Government of Olongapo and Sangguniang Kabataan have joined forces with the , Barangays, CSWDO, Sports Development Office and the Department of Education in coordination with Anak TV – an organization of television stations operating in the country will launch an Inter-Barangay Intramurals in the city.

The project aims to provide more pastimes for children other than sedentary activities like TV viewing and playing computer games. It also aims to create a generation of healthy children and repopularize children’s street games in an effort to invigorate this waning aspect of folk culture. The program is for children between 7 – 15 years old in or out of school. It has two categories: 7-10 Tsikiting and 11-15 Bagets. The launching is on July 13, 2009 at the flag raising ceremony at Rizal Triangle and the Opening Ceremony will be right after. The game proper will be on July 17 and 18, 2009.

The winning team will earn the right to compete with Makati, Marikina, Bacolod, Baguio, Iloilo, Quezon City, Cebu,Tuguegarao and Iligan City at the national level on August, 2009

Mayor James “Bong” Gordon, Jr. is encouraging the city’s youngsters to participate in the program because aside from fat burning, muscle stretching and socializing with peers, it’s also a good way to preserve our Filipino Culture, he said.

WORLD POPULATION DAY IN OLONGAPO

Olongapo City joins all nations in the world in observing World Population Day, this year on July 11, 2009. The theme, “Responding to Economic Crisis: Investing in Women is a Smart Choice,” is in line with Mayor James “Bong” Gordon Jr.’s initiatives to raise public awareness and draw policy makers’ attention to population issues such as poverty, reproductive health, education and HIV/AIDS.

“A well managed population is a wealth of the City of Olongapo,” Virginia Navarro, City Population Commision (PopCom) Officer said over Subic Broadcasting Corporation dwGO AM radio.

The World Population Day celebration aims to educate women through responsible and proper family planning and birth spacing.

In connection with the activity, the United Nations Population Fund (UNFPA) has organized a one (1) day forum on July 10, 2009 at the FMA Hall, Olongapo City Hall Complex with Dr. Junice Melgar, Executive Director ng Likhaan Center for Women’s Health as the guest speaker.

Part of the celebration is a free Pap Smear test and Visual Inspection with Acetic Acid for early detection of cancer to be administered by PopCom. A tubal ligation procedure is also scheduled on July 17, 2009 at James L. Gordon Memorial Hospital.

PopCom’s regular symposium on reproductive health and pre-marital sex in different schools in Olongapo City is still ongoing.

“TransCo’s Reminder to Olongapeños”

The National Transmission Corporation (TransCo) has issued a reminder for residents living near posts and towers of electricity to be aware of what and what not do to avoid accidents which might result to injuries or even death and damage to properties.

These are the ff:

Don’t burn grasses, garbage or anything near electric posts.
Don’t fly kites near electrical power lines.
Don’t throw stones or anything on the insulators that holds the line of electricity.
Don’t plant trees or build structures near electric power lines.
Don’t cut trees near electric power lines.
Don’t pass under electric power lines especially carrying something that might hit the line.
Don’t tie animals in electric power lines.
Inform Transco on plans to burn anything electric power lines.

Transco also encourages Olongapeños to cooperate by reporting if there are people who are trying to sabotage electric power lines in the city.

“The 31st National Disability Prevention and Rehabilitation Week”

The Olongapo’s Office of Persons with Disability (OPDA) will lead the observance of the 31st National Disability Prevention and Rehabilitation Week from July 20-25, 2009. This year’s theme is “Tungo sa Katuparan ng Karapatan ng PWD’s”.

“There will be a week-long celebration for this event and we created this to remove the barrier between us and the PWD’s. We want to make them feel that they are part of the society”, Mayor James “Bong” Gordon said.

Mayor James “Bong” Gordon created the Office of Persons with Disability (OPDA) in Olongapo to conduct programs and services to serve disabled Olongapenos. The services include the issuance of identification cards and purchase cards which entitles Persons with Disability (PWDs) to avail of discounts on transportation, medicine, goods and other services. PWRd are also given livelihood assistance, trainings and sports development to assure them that they are a part of the community, worthy of the respect, trust and confidence that they deserve.

“The Search for the Outstanding VAW-Responsive Local Government Units is on”

The National Commission on the Role of Filipino Women (NCRFW) has launched the search for the Outstanding VAW-Responsive Local Government Units. The search is for any barangay, municipality or city within the Philippines that has a systematic, holistic and gender-sensitive approach to address VAW in the area of (1) policies, (2) programs, services and facilities, and (3) monitoring and client feedback.

The search aims to give credits to government officials who are really dedicated on their fight against violence on women. It also serves as an encouragement for other public servants to make a stand and do something to protect the rights of Filipino women.

Mayor James “Bong” Gordon is all-out in support of the campaign. “We have programs like Joint local Inter-Agency Council for Anti-trafficking and Violence against Women, Women’s Council and other programs that are created to support and protect women of our city”, Mayor said.

The screening period is on-going and the Awards day will be on November 25, 2009.

ESMO CONTINUES TO DISTRIBUTE BINS

The Environmental Sanitation and Management Office (ESMO) isa carrying on their task of distributing the containerized garbage bins all over Olongapo City.

This is in line with the full implementation of the new solid waste management system in the city which commenced on April 16, 2009.

A total of 4,617 medium (240 liter capacity) and 555 large (660 liter capacity) bins were distributed to the 17 barangays including churches, schools and government offices in the city.

“Olongapo City’s CR3 project which stands for Compost, Reduce, Re-use and Recycle is now being fully implemented,” said Mayor James “Bong” Gordon, Jr. “This project will ensure the proper segregation, collection, transport, storage, treatment and disposal of solid wastes in the city.”

“Discipline is vital in making this project a success. Patuloy nating hinihimok ang lahat na ugaliin ang tamang paraan ng pagtatapon ng mga basura upang mapanatili ang kalinisan sa ating lungsod,” Gordon added.
ESMO continues to distribute more bins to private hospitals and clinics within the city. They are also considering deploying several bins on the beaches to lessen the garbage that pile up during peak season.

The said office is also studying the areas along Rizal Avenue, Ramon Magsaysay Drive and Gordon Avenue as to where the bins can be appropriately placed.

GAPO OBSERVES MICRO, SMALL & MEDIUM ENTERPRISE DEVELOPMENT WEEK

Addressing the need of the micro, small, and medium businesses for market exposure in this time of crisis, the Olongapo City Micro, Small and Medium Enterprise Development Council (MSmed Council) will be conducting its annual Smed week from July 6 to July 12, 2009.
The SMED week aims to promote a sound entrepreneurial climate that allows the growth and boost the innovativeness of the city's micro, small, and medium enterprises.
“It’s not only enough that we have money to spend, it would be better if we put up our own business,magsimula tayo sa maliit and eventually lalaki yan and everybody will benefit from it,” Mayor James Gordon, Jr. said during the flag raising ceremony on Monday July 6.
The event is being primed as the unifying activity in the Zambales MSMED Council, thus it will showcase not only products from Olongapo City but also from the greater Zambales area.

The weeklong activity will showcase the various products and services of micro, small, and medium enterprises of the city and of other parts of Zambales including the fifteen (15) Gawang Gapo products, Zambrox, makers of stones from Pinatubo and EJ Baker featuring its squash-based products.
The list of activities include a Mini Trade Fair at the exhibit area of the Olongapo City Mall from July 6-10, 2009, bartending demo on July 7 and modern day hilot demo for budding entrepreneurs at the Olongapo City Convention Center on July 8 at 2:00 pm.

PUD GEARS UP FOR MODERNIZATION

To keep up with the growing demand for power in Olongapo City, the Sangguniang Panlungsod has authored a draft ordinance sanctioning the modernization and professionalization of the Public Utilities Department (PUD) through the private sector participation (PSP).

“We need to protect our consumers as we continue to formulate and implement consumer-friendly initiatives,” said Mayor James “Bong” Gordon, Jr.

According to PUD Head Engr. Louie Lopez, “Operating a power distribution utility requires a lot of money, time, and effort.”

“Panahon pa ng mga Amerikano ang mga kagamitan na minana lang natin,” he added.

Without additional investment to modernize PUD’s equipment, the old existing equipment will most likely fail and result in frequent power interruptions.

Upgrading and modernizing the system will be too costly for the city and the taxpayers. It is estimated that around P30 to P35 million a year will be needed for the next 15 years; increasing to P60 million a year for ten more years thereafter.

This reality prevents the city from improving the delivery of important basic services such as education, healthcare, sanitation, social services, housing, security, job generation, local tourism, business development, and poverty reduction.

The conduct of several public consultations were initiated by City Councilor Jonathan Manalo, chair of the Committee on Public Utilities, where pertinent issues regarding the proposed modernization were raised and the general public were given the chance to speak of their concerns and were given plausible answers.

According to Councilor Manalo, “The performance standards set by the Energy Regulatory Commission (ERC) for utilities like PUD keep getting higher and stricter.”

“ERC sets a tough 9.5% cap on systems loss. It also requires utilities to meet stringent financial capability standards and reliability standards like the System Average Interruption Frequency Index (SAIFI) and System Average Interruption Duration Index (SAIDI),” he added.

Thus, the city government is now seeking the involvement of the private sector to help operate the city’s electric distribution system. The experience, expertise and financial resources of a private sector will pave way to the upgrade and modernization of the equipment that will greatly improve the quality of service.

Mayor Gordon said he is confident that a reliable power will attract more tourists, businesses,a nd provide more jobs for the people.

RED CROSS CALLS FOR BLOOD DONATIONS

In observance of the nationwide annual ‘’Blood Donor’s Month’’, the Philippine National Red Cross (PNRC) has switched to high gear its drive to promote blood donation among Olongapeños.

‘’This year’s ‘Blood Donor’s Month’ will again be celebrated on a national scale to create wider awareness of the need for safe blood transfusion and the importance of blood donation,’’ said Maria Leah N. Yulas, PNRC-Olongapo City Chapter Service Representative, in a radio interview at SBC-DWGO.

‘’We have renewed emphasis on improving the safety and sufficiency of blood as we achieve total voluntary blood donation by 2010 with the theme ‘100% Voluntary, Non-Remunerated Blood Donation,’’ added PNRC-Olongapo City Chapter Service Representative Amira Alvarez.

Highlight of the celebration will be a recognition ceremony and mass blood donation for barangay, companies and institutions in Olongapo and Subic Bay Freeport Zone (SBFZ) on July 31, 2009, 8am at the Olongapo City Convention Center (OCCC).
Likewise, the celebration is to acknowledge the volunteers who are responding to an increase in the demand for blood donations in the country, wherein, voluntary blood donation has been observed to have increased in the past three years.
The following can qualified to donate blood:
Must be 18 to 65 years old (16 and 17 years old may donate provided with parent/s/guardian consent)
Must be at least 110 lbs or or 50 kgs.
Hemoglobin level must be at least 125g/l (this will be checked before donating blood)
Blood pressure must be between: Systolic – 110 – 130 mmHg
Diastolic – 70 – 90 mmHg
Pulse: Rate=50 to 100 beats/min. (regular rhythm)
Generally in blood health condition

The ‘Blood Donor's Month’ is celebrated nationwide to honor and give recognition to people who donated their precious and life-saving blood without any monetary consideration in order to give the most valuable gift of all - which is to save someone's life.

Health experts say donating blood gives an array of health benefits. Blood donation is said to remove some of the excess iron, which can cause free radical formation in the body.

Some studies have also shown that men who donate blood on a regular basis have a lower risk of heart disease. With heart disease being the number one cause of death in males, an important factor to donate blood.

5TH PEACE AND ORDER PARADE SET

As a manifestation of how serious Olongapo City is in the campaign towards a peaceful and orderly environment, the annual “Peace and Order Parade” will be held again on Friday July 03, 2009 starting from the Olongapo City Mall going to the East Tapinac Oval Track where a short program will follow.

In an interview with DMO Head Angie Layug over Subic Broadcasting Corporation dwGo AM radio, he said that Olongapo City is the only city in the Philippines that conducts Peace and Order Parades that is jointly participated in by civilians, the police and military.

“The Peace and Order Parade is intended to show unity among law enforcers and the people of Olongapo in keeping the city peaceful and orderly ,” Layug said. “It is a laudable brainchild of Mayor James “Bong” Gordon, Jr.”

In its 5th year of observance, the parade will be participated in by the Philippine National Police (PNP), Disaster Management Office (DMO), Barangay Public Safety Officers, cadet officers, Office of Traffic Management and Public Safety (OTMPS), fire and rescue team, business sectors, teachers, city government employees and officials and a delegation from the Philippine Merchant Marine Academy (PMMA).

Recently, Olongapo City was awarded for having the Best City Peace and Order Council in 2008 by the National Peace and Order Council in recognition of the exemplary performance of POC’s around the country, 2008 Best City Disaster Coordinating Council and 2008 Best Government Emergency Responder.

Mayor Gordon’s program on peace and order has been consistently effective and efficient all through the years as evidenced by the awards.

86 COMPLETES LIVELIHOOD TRAININGS AT BRGY. GORDON HEIGHTS

Eighty-six (86) residents of Barangay Gordon Heights will graduate on July 3, 2009 after completing several free livelihood courses offered by Mayor James “Bong” Gordon, Jr. through the Livelihood and Cooperative Development Office (LCDO).

Gordon has been encouraging community-based trainings to directly involve barangay officials and residents.

A one-day mini trade-fair will highlight the said event which will showcase the end-products of fruit, meat and fish processing, dimsum making, iodized salt making, baking and sweet pastries.

“Sa pamamagitan ng munting trade fair na ito, maipapakita natin sa iba pa nating kababayan na mapapakinabangan nila kaagad ang kanilang natutunan upang pagkakitaan,” said Barangay Kagawad and Livelihood Committee Chair Ed Garcia.

“Lubos ang pasasalamat ng Barangay Gordon Heights kay Mayor Bong Gordon sa libreng pagsasanay na ipinagkakaloob niya sa ating mga mamamayan,” said Barangay Chair Ed Gingco. “Ipagpapatuloy namin ang pagkakaroon ng libreng kursong pangkabuhayan dito sa Gordon Heights para mas marami pang residente and makinabang.”

Gordon continues to provide livelihood trainings to Olongapeños to equip them with the necessary skills and competencies that can promote self-employment and assistance to would-be entrepreneurs.

“With the different livelihood training programs we are offering, we hope to alleviate poverty by offering poor residents the means to raise their incomes,” Gordon emphasized.

GUAM MAYOR VISITS OLONGAPO


Mayor James “Bong” Gordon welcomed a delegation from Yona, Guam, USA headed by Mayor Jose “Pedo” Terlaje on June 27, 2009 in Olongapo City.

The visit is in connection with the city’s intent to host next year’s meeting of the Association of Pacific Islands Local Governments (APILG).

This will give Olongapo City and Subic Bay the opportunity to showcase the place as an appropriate venue for the 3rd Annual Pacific Mayor’s Conference next year. The islands of Guam and Saipan previously hosted the 1st and 2nd conferences, respectively.

Mayor Terlaje toured the famous scenic spots, tourism and health facilities in Olongapo City and the Subic Bay Freeport Zone.

The Annual Pacific Mayors’ Conference is the regular membership meeting of the APILG. Its membership comprises of mayors, city officials and municipal council members from countries around the Pacific.

The said conference which is set in 2010, will generate additional income for the tourism industry in the city. Mayor Bong Gordon also hopes to invite more investors from other countries in the pacific region and the rest of the world.

“This international conference will be an effective initiative to attract tourists and foreign investors to Olongapo,” said Gordon. “I am confident that our city is suited to host this conference,” he also said.

NUTRITION MONTH SA ‘GAPO

Ilulunsad na ng City Health Office (CHO) sa pamamagitan ng City Nutrition Office sa ika-06 ng Hulyo, sa Rizal Triangle Multi Purpose Center ang mga programa ng lungsod para sa buwan ng Hulyo bilang paggunita ng Nutrition Month. Ang tema para sa taong ito ay “Wastong Nutrisyon, Lifestyle Diseases Iwasan.”

Gaganapin naman sa ika-20 hanggang ika-24 ang Food Fair sa Ground Floor Lobby ng City hall at isang araw na “Blood Sugar at Cholesterol Testing”. Samantala, isang “Aerobic Dancing Contest na tinawag na Hataw Exercise” naman ang isasagawa sa Hulyo 30.

Ipa-facilitate ng City Social Welfare Development Office (CSWDO) ang Cooking Contest at ang pagsasagawa ng ‘Search for Healthy Kids’ na gaganapin sa ika- 30 at 31 ng Hulyo, samantalang nakatoka naman sa Department of Education (Dep-Ed) ang Poster Making Contest, Jingle Contest at ang ‘Search for Mr. and Ms. Nutrition.

During the whole day event on Sunday, July 5, 2009 at Clamshell, Intramuros, Manila, product exhibits, cultural performances, colorful festivals and services will feature the best of the city and SBFZ.

Olongapo City talents including Mayor Gordon and the BONGGO Band, ‘Pase Ballo’ and Teatro Gat’ Aitab, will perform inside the Clamshell while Olongapo City National High School (OCNHS) Street Dancers and Tabacuhan Elementary School Drum and Lyre will perform in front of the venue to commence the opening of the program.

Witnessing the event will be Senator Richard J. Gordon, Mayor Bong Gordon, SBMA Administrator Armand C. Arreza, Dept. of Tourism Under-secretary Oscar Palabyab, DOT Region III Director Ronaldo Tiotuico and Central Luzon Tourism Council Chair Lydia Co,

Other performances will be by the Law Enforcement Department (LED) Star Band, Olongapo Youth Choir and the Pamulaklakin Aeta Cultural Dancers.

It can be recalled that on June 17, 2009, the Department of Tourism Region III launched the WOW Philippines-Best of Central Luzon at Clamshell, Intramuros, Manila to feature the best of the different cities and provinces in the country.

OLONGAPO TO CELEBRATE NUTRITION MONTH

In line with the observance of Nutrition Month this July, a series of activities has been slated by the City Health Office through the City Nutrition Council which will be launched on July 6, 2009 at the Rizal Triangle Multi-purpose Center. The theme of this year’s Nutrition Month is “Wastong Nutrisyon Kailangan, Lifestyle Diseases Iwasan.”

On July 20 to 24, a Food Fair will be held at the ground floor lobby of the Olongapo City Hall and a one day Blood Sugar and Cholesterol Testing will also be conducted.

The City Social Welfare and Development Office will facilitate a cooking contest and the ‘Search for Healthy Kids’ on July 30-31, 2009 while the Department of Education is assigned to facilitate the poster making contest’, jingle making contest and the search for “Mr. and Ms. Nutrition.”

The CHO has also been tasked to conduct the information dissemination of the ‘Promotion of Nutritional Guidelines for Filipinos’ through posters and flyers. Meanwhile, an Aerobic Dancing Contest called Hataw Exercise will be held on July 30.
The celebration is organized by the CHO in cooperation with the CNC led by Mayor James “Bong” Gordon Jr. and various departments of the local city government.

RUSSIAN INVESTORS EYE OLONGAPO AS NEXT TOURIST DESTINATION

Mayor James “Bong” Gordon, Jr.’s recent visit to Russia opened a window of opportunity for Olongapo City to attract tourists and investments.

On Monday, Alexander Zusik, president of Philippines-Russia International Development Enterprise (PRIDE), Audrey Zverev, general director of PRIDE’s Moscow Office and Elizabeth Joudro arrived in the Olongapo to scout for probable business venture and tourist destinations in the city.

PRIDE is working on bringing Russian tourists to Olongapo and Subic Bay. With Russia’s booming economy, Russians are looking for countries to visit and relax as tourists and also invest their excess money in worthwhile projects especially in Asia. Russians are known to love the sand, the beach and bask in the sun which Olongapo has plenty of.

“I am promoting Olongapo as another tourist destination for Russians in the Philippines,” said Gordon. “I also encourage them to invest.”

PRIDE has already established an office at the Subic Bay Freeport Zone. The company was primarily engaged in the business of tour-operations, travel agency, international tour packages. But the company’s long-term plan is to invite other Russian investors to construct and operate eco-friendly resorts and hotel complexes for the Russians’ leisure activities.

The company is seriously considering building hotels and resorts in the city and the Freeport Zone. These establishments will cater to the Russian market and will surely add more variety to the type of tourists that frequent Olongapo and Subic Bay such as the Americans, Taiwanese, Koreans and Japanese.

“More investments means more jobs for Olongapeños,” Gordon enthused. “The city government is continuously providing free trainings that are related to the industries that we cater to and are in demand, such as welding and housekeeping,” shares Gordon.
